Description
The Fleet Logistics Center Jacksonville, Florida intends to acquire, on behalf of the Commander Navy Region Southeast (CNRSE), LIFEPAK defibrillators, associated equipment, and incidental service for inspection, software upgrades, maintenance, and parts repair for Fire and Emergency Services Gulf Coast. This action covers a one-time short term contract. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and Subpart 13.5. Furthermore, this procurement is being processed as a sole source acquisition pursuant to the statutory authority in Section 4202 of the Clinger-Cohen Act of 1996 “ a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with Physio-Control, Inc. for this requirement. LIFEPAK defibrillators are required in order to maintain compatibility with area hospitals and mutual aid partners. Physio-Control, Inc. is the Original Equipment Manufacturer (OEM) and the only known source to possess full manufacture capability for LIFEPAK defibrillators with the ability to perform the software upgrades and maintenance required by CNRSE. The award of a firm fixed price contract is anticipated. A Justification and Approval (J and A) will be posted within 14 days after contract award in accordance with FAR 13.501(1)(a)(iii) to the following website https://neco.navy.mil. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. This notice of intent is not a request for competitive quotes. Any interested party, other than Physio-Control, Inc., should contact the below named for more information regarding this posting. All correspondence shall be sent via e-mail to dina.herron@navy.mil and received no later than 7 calendar days after the posted date of this announcement. Oral communications are not acceptable in response to this notice. All interested parties must be registered in the System for Award Management (SAM) database. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information provided. Additional information for this requirement will be listed in the solicitation, which is anticipated to be released on or about 26 August 2015. Release of the RFQ will be via the internet.
