- Special Notice Number: PIFSC-15-SN03 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a Special Notice of intent to procure processing and delivery of customized lithium primary battery packs for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, Protected Species Division on a sole source basis with Electrochem Solutions dba Greatbach LTD. The Government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor will supply the following: Customized lithium primary battery packs are needed to power High-Frequency Acoustic Recording Package (HARP) datalogger systems for long-term underwater acoustic recordings. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 335912 with a corresponding size standard of 1000 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than August 26, 2015 at 10:00 a.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. Responses shall be faxed to Karen Beck at (808-725-5475) or e-mail to Karen.Beck @noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Electrochem Solutions dba Greatbach LTD can provide the items stated above. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number.
