- Question. If there are multiple ice storms, but few or no snow storms it is possible that sand and salt applications would be performed without the ability to send any type of invoice for the work performed, as all work is solely based on inches of snow per season. How would this work be accounted for? Answer: This is a firm fixed price. All pricing for the ice storms (sand / applications is the responsibility of the contractor to estimate and carry the cost pertaining to snow and ice removal services in their snow and ice removal services contract pricing. Question. If monthly invoices are submitted and paid yet the amount of snow did not equal the amount previously paid, is the contractor responsible to return the funds paid by the GSA? Answer: YES
