- The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), Souda Bay, Crete, Greece, plans to issue a Low-Price, Technically Acceptable Solicitation that will result in award of a Firm Fixed Price Design Build contract for Various Energy Projects at Naval Support Activity Souda Bay, Crete, Greece. This notice does not constitute a request for proposal, request for quote, or an invitation for bid. The contract will consist of a base and two options as described below: CLIN 0001 - VARIOUS ENERGY IMPROVEMENT PROJECTS NSA SOUDA BAY Design and construct a Solar Domestic Water Heating System for Building 18, NEX Mart. Design and construct a Photovoltaic Power System for Building 48, NGIS Suites. Design and construct programmable thermostats for the existing fan coil units and design and construct LED Lighting Upgrades for Building 49, BEQ. Design and construct a Photovoltaic Power System and LED Lighting Upgrades for Building 54, Public Works. CLIN 0002 - OPTION 1 PHOTOVOLTAIC AWNING B61 Design and construct a photovoltaic awning in front of Building 61 (outdoor adventure center/auto hobby shop) to provide additional shading for the windows and the hobby shop overhead doors that are typically open during operating hours. The photovoltaic system shall have a nameplate capacity 31.6 kWp. Another energy conservation measure is to upgrade interior and exterior lighting systems to LED technology. The Photovoltaic system is calculated to produce total electrical power of 50.4 MWh per year and with the addition of LED lighting technology, facility is expected to achieve net zero (the estimated annual energy consumption is 25.6 MWh). Therefore, the power produced minus the power consumed leaves a net positive amount of 24.8 MWh per year sent back to the Base electrical grid. The Photovoltaic solar panels will be facing south/south-east which is the orientation of Building 61. CLIN 0003 - OPTION 2 ENERGY IMPROVEMENTS OF HOT WATER SYSTEM B84Redesign and construct the existing hot water generation system including a Solar Hot Water System at Building 84 in order to achieve significant energy savings by reducing the use of the existing fuel fired boiler for Domestic Hot Water production. To achieve additional energy savings in domestic hot water production, a new high temperature heat pump unit shall be installed to act as a primary source of heat. Furthermore, the project scope includes LED upgrades for interior and exterior lighting fixtures with the addition of occupancy sensors at common areas and card readers inside each room. Lighting fixtures operating have reached their useful lifecycle (15 years old) and intention is to replace them with new LED fixtures in order to reduce operation and maintenance costs. In order to increase energy efficiency and reduce water consumption project includes the replacement of existing water fixtures such as toilet flush valves, showerheads and low flow faucets. The solicitation as well as all notices/amendments related to the solicitation will be posted to the European Navy Electronic Commerce Online (EuroNECO) and Federal Business Opportunities (FBO) websites at https://euro.neco.navy.mil and www.fbo.gov on or about 3 September 2015. All documents will be published on the FBO website. Hard copies of the solicitation will not be provided. Prospective offerors will have access to the solicitation at the FBO website by searching for the solicitation number, N3319115R0403 (no hyphens). Offerors are encouraged to check the websites frequently in order to be notified of any changes to the solicitation. All offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) to be considered for award of any United States of America, Department of Defense contract.
