Description
The US Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, Natick, MA, on behalf of US Army Combat Readiness Center (CRC) Ft Rucker, AL has a requirement to provide instrument models for four Army aircraft (UH-60M, CH-47F, AH64E, and AH-64D) for the Vencore Flight Viz/Flight Analyst Programs used by the DCAI Lab to create aviation accident animations. Models are needed to correctly display the aircraft instrumentation in the accident animations. The UH-60M requires the full Multi-Functional Display (MFP) Instrument Model (IM) panel (4-5 different pages) as outlined in the aircraft's operators manual. The CH-47F requires the full MFD IM model panel with 4-5 pages to include the caution and advisory page. Also need to develop the Flight Engineer panel IM, the Flight Control panel IM and the CDU panel IM. The AH-64E requires the MFD IM to display the current information and to develop an Enhanced Upfront Display (EUFD) as outlined in the aircraft's operators manual. The AH-64D requires the MFD IM to display the current information and to develop an Enhanced Upfront Display (EUFD) as outlined in the aircraft's operators manual. This will allow the DCAI Lab to develop 3-D accident animations that accurately reflect the aircraft's instrumentation. The USACRC requires these aircraft models in order to accurately display the accident instruments in the 3D accident animations produced by the Digital Collection, Analysis and Integration (DCAI) Lab. Vencore has been assisting the customer with the current software programs supporting the flight viz/analyst programs in the DCAI Lab and possesses specialized knowledge and skill governing this requirement, soliciting to other contractor would jeopardize the training already accomplished using this software. The Government anticipates issuing a contract on a sole source basis to Vencor for this requirement. The North American Industry Classification System (NAICS) code is 511210. The Standard Industrial Classification (SIC) Code is 5045 and the Small Business Size Standard is 38.5 dollars. Telephone calls will not be accepted. Questions may be sent to Benjamin Hoell, Contract Specialist, via e-mail at Benjamin.g.hoell.civ@mail.mil
