- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: D - Automatic Data Processing and Telecommunication Services SUBJECT: Sole Source Notice of Intent, LS-DYNA Software Licenses REFERENCE NUMBER: SB1341-15-RQ-0982 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 SYNOPSIS: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Engineering Laboratory (EL), intends to negotiate directly with Livermore Software Technology Corp., on a sole source basis under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," to purchase LS-DYNA Software Licenses. DESCRIPTION: The LS-DYNA software is used for finite element modeling and analysis and includes pre-processing and post-processing capabilities. ***** Sole Source Justification is based on the following: Livermore Software Technology Corp. (LSTC) is the only developer of LS-DYNA, and the company has proprietary rights. The software license, which includes software upgrades, machine changes, electronic manuals, and technical support, is required for continuation of multiple projects. LS-DYNA is the only package that offers full compatibility with the following items developed for these projects: (1) a large number of existing finite element model input files and; (2) a large number of output files containing results of finite element analyses. Project staff also has extensive experience and training in using the LS-DYNA software. The use of a different program would be a major interruption to these projects, and years of research effort could be lost. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210, Software Publishers Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Richard Kim at Richard.kim@nist.gov. All responses to this notice of intent must be submitted so that they are received at Richard.kim@nist.gov no later than August 26, 2015 at 12:00 PM Eastern Time.
