Description
Notice Type: Special Notice Synopsis: The Government intends to award a sole source Firm Fixed Price Contract for non personal Microsoft Premier Support Services in support of the U.S. Army Network Enterprise Technology Command (NETCOM). The contract will be awarded for a 12 month period. The anticipated period of performance is 18 September 2015 through 17 September 2016. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services, with a size standard of $25.5 Million. There is no solicitation for this requirement. This Notice of Intent to Award a Sole Source Contract is not a request for competitive proposals. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: The Enterprise Directory Services and Authentication (EDS&A) project is one of the Army's key programs "focused on enabling the expeditionary Army to deploy worldwide seamless information architecture." The capabilities needed in the Land War Net (LWN) right now are near real-time visibility of all information technology (IT) assets, control of those assets and protecting those assets by posturing the Army's IT "info-structure" (technology, people, and processes) to deal with future attacks. Enterprise Directory Services provides an integrated global network for Joint, Coalition, interagency, intergovernmental, and other users who need to collaborate across organizational boundaries. The Army is replacing the multiple AD infrastructures and migrating from a series of highly decentralized, independent network domains to an Enterprise infrastructure design. The Windows 2008/2008 R2 and AD environment capitalizes on architectural design goals and seeks to implement standardization of processes and technologies for the Land Warrior Network (LandWarNet) and the Joint Information Enterprise (JIE). The Enterprise SCCM, SCOM, SCORCH, SCSM, SCVMM, SCDPM and SCUP provide an integrated global persistent asset visibility and reporting for all Microsoft and Linux/Unix computing platforms, Information Assurance Vulnerability Management (IAVM) and Army Golden Master (AGM) software deployment, configuration management, monitoring, and global response for all Microsoft computing platforms. SCOPE: The Contractor shall provide non-personal services in support of Network Enterprise Technology Command (NETCOM). The Contractor shall provide support development of implementation and migration plans by providing recommendations on best business practices for theaters within the Continental United States (CONUS) and Outside the Continental United States (OCONUS), including the Pacific (PAC), Europe (EUR), Southwest Asia (SWA), and Korea theaters of operation. The Contractor shall support Active Directory (AD); Windows 2003; Windows 2008/2008 R2; Exchange 2003, 2007, and 2010; Outlook client, Defense Information Systems Agency (DISA) Enterprise Email; Army Systems Management (SysMan) System Center Configuration Manager (SCCM) 2007/2012; SysMan Systems Center Operations Manager (SCOM) 2007/2012; SysMan Systems Center Update Publisher (SCUP) 2011 and later releases; SysMan System Center Orchestrator (SCORCH) 2012; SysMan System Center Service Manager 2012 (SCSM); SysMan System Center Virtual Machine Manager 2012 (SCVMM); SysMan System Center Data Protection Manager 2012 (SCDPM); Microsoft Office SharePoint Services (MOSS) 2010 and later releases; SQL 2008; and various Windows application migrations and implementations. The Government may leverage proactive credits as a means of providing field training both on-premises and through e-learning at CONUS and OCONUS sites for the current Army Global SYSMAN capability comprised of Microsoft SCCM 2007/2012, SCOM 2007/2012, SCORCH 2012, SCSM 2012, SCVMM 2012, SCDPM 2012 and SCUP 2011.
