Description
Synopsis: This is a presolicitation/notice of intent to sole source for commercial services prepared in accordance with FAR Part 8. It is the intent of the National Institutes of Health (NIH) Business System (NBS) to procure maintenance and software support on a sole source basis from Compusearch Software Systems Incorporated, 21251 Ridgetop Circle, Suite 100, Dulles, VA 20166-6501 under the authority of FAR 6.302-1(a)(2) to provide the NBS with software. The North American Industry Classification System Code (NAICS) is 541511- Custom Computer Programming Services with a small business size standard of $25.5 million. Background and Objectives: The overall objective of the NBS Office is to facilitate the scientific mission of the National Institutes of Health and enable administrative and scientific support that is cost effective and provides accurate and timely information. The immediate scope of the NBS includes the implementation of business or "functional" areas to replace those currently included in the legacy administrative system within the new NIH Enterprise System. One of the systems is the PRISM application, which NIH has solely used as the contracts writing system. The NIH intends to contract for the continuation of annual maintenance support and services of the PRISM Application. The Compusearch PRISM Application is currently the contracts writing system for the NIH acquisitions community, a critical function to the support and management of the HHS and NBS. Period of Performance: One year from date of award with four 12 month option periods for annual software licensing maintenance support. Contractor Tasks: •1. Provide software updates and upgrades for the product during the contract term •2. Provide unlimited technical support by phone and email •3. Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) •4. Provide upgrade notice emailed with immediate download passwords •5. Provide access to protected support pages on the Compusearch website for troubleshooting. Due to unknown changing variables, additional licenses, services and supplies may be required to maintain the integrity of the NBS Enterprise System. Sole Source Justification: The PRISM contract writing application is currently used enterprise wide in the acquisitions community, which is proprietary software of Compusearch. The software licenses, maintenance, and support services cannot be obtained from any other vendor and must be procured through Compusearch to effectively continue operation of the PRISM application. In accordance with Federal Acquisition Regulation (FAR) at 8.405-6(a), there is only one responsible source. The PRISM Application is proprietary to Compusearch Software Systems Inc. Firms interested in responding to this notice must be able to provide the referenced software and service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 4:00pm EST on Thursday, September 3, 2015. Proposals must include pricing information and should reference Pre-Solicitation No. NIHLM2015547 and should be submitted to reginald.brown@nih.gov. Inquiries regarding this procurement shall be submitted electronically to reginald.brown@nih.gov and shall be received by 12:00 PM EST on Thursday, August 27, 2015.
