Description
NOTICE: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) for a Contractor to expose metallic alloy test coupons to a supercritical CO2 environment at elevated temperatures as described in the attached work-statement. Interested Contractors are strongly encouraged to submit their quotation on the RFQ Standard Form (SF) 1449, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net. The Contractor?s quotation may also be accepted via email. Contractors may email their quote to the Contract Specialist assigned to this requirement, Mr. Brent M. Burns, at Brent.Burns@netl.doe.gov, by the due date and time indicated in Block 10 of the RFQ SF‐18. Mr. Burns can also be reached by telephone at 304-285-5206. If submitting a quote via FedConnect, please do not also submit via email. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. An award shall be made to the responsible Contractor submitting a technically acceptable quote and offering the lowest evaluated price. To be considered for award, Contractors must quote on all items/services listed in the solicitation. Contractors shall demonstrating the capabilities of their exposure equipment and procedures to meet the requirements outlined in the work-statement (for an acceptability determination by the Government). Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to accomplishing the work outlined in the work-statement. It is essential that Contractors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the Contractor?s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
