- NOAA's Acquisition & Grants Office, Eastern Acquisition Division-Norfolk, intends to negotiate, on a sole source basis, under authority of FAR 13.501(a), with EdgeTech, LLC. for new acoustic releases, new release deck sets with transducers, repair and upgrades to the releases and deck sets in support of the National Weather Service (NWS). EdgeTech, LLC is uniquely qualified to provide these services to National Data Buoy Center (NDBC). Their 8242XS acoustic release is the only acoustic release that meet the NDBC requirements for deep water deployments (6,000 meters) and the required release load of 5,000kg while still providing 2-years of deployment life with an alkaline battery pack. These sensors allow the Tropical Atmosphere Ocean Array (TAO) Local Warnings and Forecast and Tsunami Warning Network of the National Data Buoy Center (NDBC), National Weather Service (NWS) to accomplish its mission to protect life and property by providing essential environmental observations used by the NWS warning systems, environmental models, short term forecasts, climate record, and feed several NWS products. In addition, NDBC systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. TECHNICAL SPECIFICATIONS: The acoustic command deck unit and transducer must be capable of the full range of communication with existing acoustic transponder units. The acoustic release must meet or exceed the NDBC requirements for deep water deployments (6,000 meters) and the required release load of 5,000kg while still providing 2-years of deployment life with an alkaline battery pack. The North American Industry Classification Code (NAICS) for this acquisition is 334519 with a business size standard of 500 employees. This notice of intent is not a request for quote. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 27, 2015 at 5:00PM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the entity to provide the required supplies and/or equipment. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to EdgeTech, LLC. of West Wareham, Massachusetts.
