- Under the authority of Federal Acquisition Regulation 6.302-5(b)(5), Authorized or required by statute, HUBZone, the U.S. Census Bureau intends to negotiate a sole source acquisition with Delmock Technologies, Inc. of Baltimore, Maryland, to provide non-personal services for documentation support services as it relates to Census Image Retrieval Application (CIRA), enterprise-wide data collection, automated downstream processing systems, and technical support services inclusive of developing and executing an automated unit test strategy to validate source code for the Content Metadata (COMET) System which delivers Bureau-wide standardized metadata and collection processes. All project personnel are required to have at least three years experience in setting up and developing the Integrated Computer Assisted Data Entry (iCADE) network infrastructures on the domestic iCADE environment in the Census National Processing Center (NPC). The International iCADE infrastructures established in Kenya and Bangladesh, the in-house COMET metadata repository and enhanced operational Control Systems Network. Specialists must also have at least five years experience in developing hardware and network infrastructure designs, implementation techniques, and tools for achieving the most efficient solutions. Security Specialists must have at least 5 years experience in developing and implementing System security plans and at least three years' experience in developing iCADE, COMET, Enhanced Operational Control systems security plans, testing iCADE and performing security scans to minimize potential security risks. The referenced company has identified adequate, committed personnel with the required skills and necessary experience. The work will take place at the U.S. Census Bureau Headquarters (HQ) in Suitland, Maryland and the U.S. Census Bureau, National Processing Center (NPC) in Jeffersonville, Indiana. Delmock Technologies, Inc. is the only known source with the required specialized expertise to meet the requirements. This is not a solicitation announcement or an invitation for bids. In accordance with the Federal Acquisition Regulation 5.207, all responsible sources may submit a capabilities statement which will be considered for the purpose of determining the feasibility of future competitive procurements.
