- NOTICE OF INTENT TO SOLE SOURCE FOR SCHOLARLY ARTICLE RFQ-DC-15-00247 NAICS: 511120 Periodical Publishers Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency ¿s Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order the publication of an article in the journal entitled Environment International, a subsidiary of Elsevier Incorporated. The purchase order is intended to be issued to Elsevier B.V., Radarweg 29, Amsterdam,m Noord-Holland, 1043 NX, Netherlands. The US EPA has published an article in Environment International, a subsidiary of Elsevier Incorporated. The article is entitled Linking High Resolution Mass Spectrometry Data with Exposure and Toxicity Forecasts to Advance High-Throughput Environmental Monitoring. The request is to publish the article as open access. Open access will allow anyone to view the article, without incurring a fee. This will enable the findings to be available to the general public. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
