- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-15-P-0236 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This acquisition is sole sourced to TSI, Inc., under the statutory authority permitting other than full and open competition, Title 10 U.S.C. 2304(g)(1)(A), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The Government intends to use the policies and procedures of FAR Part 12 in conjunction with those at FAR Part 13 for this effort. There is no set-aside for this acquisition. The associated NAICS code is 334519, and the small business size standard is 500 employees. The Government reserves the right to award without discussion. CLIN 0001 will be issued for a quantity of 340 each Twin Tube, Blue, PN 1081285. CLIN 0002 will be issued for a quantity of 100 each Drink Tube Sampling Adaptor, PN 1091379. CLIN 0003 will be issued for a quantity of 200 each Alcohol Fill Capsule, PN 1081397. CLIN 0004 will be issued for a quantity of 400 each HEPA Filter Assembly, PN 1602066M. CLIN 0005 will be issued for a quantity of 250 each Filter Well Covers, PN 1080007. CLIN 0006 will be issued for a quantity of 120 each Bottom Case, Green, PN 1082481. CLIN 0007 will be issued for a quantity of 100 each Foot Kit, Large, PN 1606038. CLIN 0008 will be issued for Shipping. The place of inspection and acceptance is at Redstone Arsenal, Alabama 34898-5400. FOB point is destination. Shipping address is as follows: U.S. Army TMDE Activity, Building 5435, Fowler Road, Redstone Arsenal, Alabama 35898-5000. Delivery of all required part numbers is required not later than eight (8) weeks after receipt of contract order by the contractor. Standard commercial shipping is acceptable. Partial shipments are authorized and contractor is required to submit multiple receiving reports/invoicing into WAWF for all partial shipments. Earlier shipment is authorized if at no additional cost to the Government. Standard commercial shipping is acceptable. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, will be applicable and this action will be awarded on the basis of lowest price technically acceptable offer to the Government. Offerors shall include a completed copy of the provision at Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, also applies to this acquisition, as does FAR 52.232-40 - Providing Accelerated Payments to Small Businesses. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition. DFARS Clause 252.232-7006 - Wide Area Workflow (WAWF) Payment Instructions, applies to this acquisition. DFARS Clause 252.204-7012 - Safeguarding of Unclassified Controlled Technical Information, applies to this acquisition, as does DFARS Clause 252.204-7015 - Disclosure of Information to Litigation Support Contractors. DFARS 252.203-7999 - Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements, also applies to this acquisition. Other clauses may be included in the award, if applicable. All proposals are due no later than 3:00 pm (CST), 08 September 2015. Quotes/offers received after the specified due date and time will not be considered for award. Oral communications are not acceptable in response to this notice.
