- Justification with Market Research in detail. SPECIAL NOTICE: The United States Department of Agriculture, Natural Resources Conservation Service (USDA-NRCS), National Centers Servicing Unit (NCSU)-Central Remote Sensing Lab(CRSL), is awarding a purchase order to modify and convert high density Holga mobile electrical filing system into a mechanical assist system in (5) different file areas. The electrical filing systems have become very unreliable and fail on a regular basis. These are extremely large files systems and create a safety risk when employees are asked to move them because the electronics have failed. SOLE SOURCE JUSTIFICATION: I believe that Workflow Filing and Office Solutions has proposed a unique solution that if the process was spelled out may provide others with Workflow's work product as they spent time and effort to come to this location, evaluate the systems and prepare and diagram a solution to convert these files systems to a manual assist. There is also an urgency to this solution, as I mentioned before there is a risk of injury to CRSL employees when moving these files. MARKET RESEARCH: The Director of the CRSL and his staff reached out to the manufacturer HON only to find out they closed down their HOLGA division in 2008 shortly after we received the last of 6 banks of electronic filing systems. In doing research they had no luck in finding someone to repair these systems. We did have offers of selling us replacements but no offers of a feasible solution to repair our current systems. The CO did additional market research online and found that most companies listed to do repairs were only interested in rekeying or minor fixes. One company Workflow Filing and Office Solutions did come out and actually proposed and alternative solution using the systems in place and converting them to a manually assisted drive versus the electronic drive. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 337214 Office Furniture (Except Wood) Manufacturing with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 10:00 AM CT September 4th, 2015, will be considered by the Government for future acquisitions. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
