- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed below are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement as per this notification. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. National Institute of Food and Agriculture intends to award on a sole source basis a follow-on contract for the services as a special assistant in the NIFA Budget Office to provide training and guidance to a budget analyst in the preparation of the National Science Foundation's (NSF) Survey of Federal Science and Engineering Support to Universities, Colleges, and Non-Profit Institutions, and the Survey of Federal Funds for Research and Development (Surveys). Sandra Suit, 1602 Katheryne Village Square, Annapolis MD 21409, is uniquely qualified to provide training and guidance to individuals responsible for the preparation of appropriation hearing questions. Sandra Suit has over 17 years of experience in the NIFA Budget Office and has worked on almost all tasks related to the formulation, presentation and justification, and execution process of the NIFA budget. She intimately knows the duties and responsibilities of the NIFA Budget Office. No training is needed and she would effectively begin working immediately. By utilizing the services of another vendor, this would result in considerable increased costs to the agency in both money and time to have the person trained to complete the needed tasks. In addition, the Budget Officer would have to provide one-on-one training to this person and close oversight of their daily activities. This would place an increased burden on the Budget Officer's time and divert her attention from other critical activities. Given the steep learning curve for a new person, it is very unlikely that a new contractor could meet the stipulated deadlines for completion of the Surveys, responses to Congressional questions, or development of a Budget Operating Manual. Sandra Suit's 17 years in the NIFA Budget Office have given her a unique, intimate, and in-depth knowledge of the NIFA programs, legislative authorizations, and appropriations. This knowledge coupled with knowledge of a working relationship with NIFA, USDA, OMB, and Congressional staff and stakeholders will enable her to begin work immediately as she will not need any start-up time for orientation purposes. Anticipated Award Date: August 28, 2015.
