- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Mardaka, 1916 SE 56th Avenue, Portland, Oregon 97215, to utilize the data collected by GARD to identify concepts in genetic medicine and distill them into a meta-language with the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI) and National Center for Advancing Translational Sciences (NCATS). ISSO IS NOT REQUIRED AND 508 IS WITHIN COMPLIANCE. Background: The sole source determination is based on the fact that the National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The Education and Community Involvement Branch (ECIB) of the NHGRI initiates, develops, implements, and evaluates education and community involvement programs intended to engage a broad range of the public in understanding genomics and its translation to health and its importance to society. The Genetic and Rare Diseases (GARD) Information Center has been in operation for approximately 12 years. It was created by two components of the National Institutes of Health (NIH), the Office of Rare Diseases Research (ORDR), at the time in the Office of the Director, National Institutes of Health, and the National Human Genome Research Institute (NHGRI). GARD provides patients, family members or friends of patients, health care providers, researchers, advocacy groups, and the general public with information in English or Spanish about genetic and/or rare diseases. GARD is a program of the National Center for Advancing Translational Sciences (NCATS). NCATS was established in 2012 to transform the translational science process so that new treatments and cures for disease can be delivered to patients faster. NCATS strives to develop innovations to reduce, remove, or bypass costly and time-consuming bottlenecks in the translational research pipeline in an effort to speed the delivery of new drugs, diagnostics and medical devices to patients. GARD tracks the inquiries and passively collects data [e.g., role of the inquirer: a patient, family member, healthcare provider, and other; frequency of utilization of GARD, referral (if any), country of origin or U.S. state] from individuals who request information from GARD. The information that is collected helps provide a better understanding of the demographics of GARD customers. NHGRI and NCATS through this purchase order in collaboration with Madarka will utilize the data collected by GARD to identify concepts in genetic medicine and distill them into a meta-language, i.e. a fluid, accessible, and comprehensible vocabulary and system of expression that will work across the communication landscape of genetic medicine. The ultimate goal of this endeavor is to mine a non-public, internal database that records anonymized communications records that are made by GARD staff when members of the public contact GARD for information about rare disorders. This study is of importance because it addresses the types of questions sent and the responses returned. This study involves coding the queries that have been purged of all personally identifiable information to see if there are recurring linguistic problems that inquirers have in finding or understanding information. Therefore, the knowledge gained by this study can be used to improve GARD services. Purpose and Objectives : Using machine learning and text analytics, Madarka analyzes online profiles to identify people's values, interests, beliefs, professions and more. Madarka's marketing-oriented psychographic segments are built for and best applied to large-scale digital audiences. Because they focus on profile data, they are a strong complement to solutions that illuminate online conversations and add an extra dimension to the behavioral and demographic data. The ultimate goal of this project is to build a meta-language that takes complex concepts in genetic medicine and distills them into a fluid, accessible and comprehensible vocabulary and system of expression that will work across the communication landscape of genetic medicine. Madarka is well equipped to carry out project requirements and objectives. The National Institutes of Health, National Human Genome Research Institute and N National Center for Advancing Translational Sciences will own all data rights and have full access to the de-identified data. Madarka will only receive de-identified data. The Contractor Madarka will : • Identify communication domains within genetic medicine as experienced between inquirers and GARD information specialists. Perform a data analysis that will : • Identify organically occurring language elements in use; • Prioritize currently used language elements; and • Propose recommendations for prioritized language elements for use by GARD information specialists. Contractor's Requirement : • Mardaka will provide analysis of the most frequent terms and phrases from inquiries, responses, site searches, and condition search. • Madarka will provide Benchmarking against an established, accepted and representative corpus of common English, such as COCA (corpus of contemporary American English). • Madarka will provide Grouping of similar concepts into meaningful categories and frameworks. • Madarka will provide Normalization of terms for quantification. • Madarka will provide Semantic mapping of related /similar terms. • Madarka will provide identification and reporting of observable trends. Period of Performance : September 30, 2015-September 30, 2016 Other: Security and use of data : • These data or software will be accessed and used only for the purposes stated in the contract and shall not be used to compete for any other Government or non-Government contracts. • This data usage agreement shall not preclude other agreements that Madarka may enter into with NHGRI or NCATS primary purpose of which is analysis of this data. • Data set will be maintained by Madarka for at least 90 days after deliverables have been received by NHGRI and NCATS after which period the data set must be destroyed by Madarka. • GARD will maintain an exact replica of the data set provided to Madarka. • For a period of up to 18 months after deliverables have been received by NHGRI and NCATS, Madarka may request a copy of the data set from GARD when supported by a written request from a publication author for the purposes of fact-checking or further validation necessary in conjunction with publication of papers citing this analysis by NCATS or NHGRI. A separate agreement would need to be executed between that entity and NHGRI and NCATS. • Madarka will take all necessary steps to protect the data against unauthorized release or disclosure. • Madarka will ensure that NHGRI, NCATS, and GARD will be notified of the contractor's access, analysis and ultimate destruction of the raw data. • Madarka will enter into a non-disclosure agreement with NHGRI and NCATS, and this non-disclosure agreement will limit the contractor's use of such data to this study only, and shall not permit any additional use except as agreed to in separate agreements between NHGRI, NCATS and contractor. • Madarka will provide a signed non-disclosure agreement to the Contracting Officer and Project Officer at NHGRI. • Madarka will complete NIH Information Security and Privacy Awareness Training prior to the start of the period of performance at http://irtsectraining.nih.gov/publicUser.aspx. Deliverables: • Madarka will provide a report that outlines high level insights, methodology, and findings as foundations for publishable papers by NHGRI and NCATS staff. Additional agreements : • Principals at NCATS who manage the GARD contract and GARD senior staff responsible for creating and providing the source data to be analyzed will be invited to be co-authors on any scientific abstract, journal publication, or professional presentation arising out of this work. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source. Additional Information : Industry Classification (NAICS) Code is 541690. Other Scientific and Technical Consulting Services, and small business size standard in dollars $15.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-83 (August 5, 2015). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
