Description
Base camp limited life support shall consist of portable toilets/hand wash stations and service, trash removal, and vector control. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform services. Unless otherwise specifically stated, the US Government will provide limited government furnished equipment to support this operation. The Contractor shall provide portable toilets/latrines and daily sanitation service. The Contractor shall ensure that the latrines are positioned as far away as possible and downwind/downstream from where personnel will be congregated and a minimum of 300 feet, if possible, from food serving areas. The Contractor shall furnish all management supervision of personnel, training, equipment, material, supplies, and any other equipment necessary to accomplish the requirement of providing portable toilets/hand washing stations. Services shall be provided daily between the hours of 0800 and 1700. The portable toilets shall be free standing structures large enough for a single standing occupant. The portable toilet shall contain a waste holding tank, a seated toilet, lockable doors, and ventilation. The holding tank shall be capable of reducing odors through the use of self-sealing or chemical technologies. The contractor shall place latrines at locations and quantities designated by the contracting officer representative (COR) to be named at a prior to delivery. This service shall include the delivery of the toilets and removal upon the completion of the training exercise. The Contractor shall emplace the latrines/toilets at sites directed by the COR. The contractor shall ensure that portable latrines are ready to be utilized no later than 1200 hours. The Contractor shall ensure that the latrines are constructed of non-porous materials, maintained, cleaned, and fully stocked with toilet paper ( minimum of 4 rolls per latrine), and are serviced (refuge pumped) and sanitized daily. Contractor shall provide daily cleaning of portable toilets to include but not limited to: pumping out all waste, cleaning and disinfecting all portable toilet surfaces, removal of all urine/feces from the waste holding tank, and disinfecting the waste holding tank daily. The Contractor shall correct deficiencies within 6 hours of notification from the Contracting Officer or COR. Hand washing Stations. The Contractor shall ensure that there is one (1) hand-washing station per portable toilet and fully stocked daily with paper towels, a trash can, soap, and hand-sanitizer. The hand washing station shall consist of a receptacle for used, quote mark dirty quote mark water and a separate receptacle for holding clean water. The Contractor shall clean and disinfect the hand washing stations and shall remove all dirty water and trash from the hand washing stations daily. The Contractor shall correct deficiencies within 6 hours of notification from the Contracting Officer or COR. The Contractor shall remove and dispose of waste in accordance with host nation laws and regulations. All waste shall be disposed of in an area at a sufficient distance from the base camp as to not be detected by base camp occupants. The contractor is responsible for providing all materials needed. The Contractor shall furnish all management supervision of personnel, training, equipment, material, supplies, and any other equipment necessary to accomplish the requirement of providing trash removal. The Contractor shall provide trash receptacles and trash removal based on the estimated number of 25 people. Trash containers shall be placed at central locations throughout work site to include areas, but not limited to: hand washing station area, work site and motor pool area. The Contractor shall ensure that all trash receptacles are emptied as needed to ensure no container is over-filled. The Contractor shall remove and dispose of waste in accordance with host nation laws and regulations. All waste shall be disposed of in an area at a sufficient distance from the base camp as to not be detected by base camp occupants.
