Description

The Department of Veterans Affairs, Network Contracting Office located in West Haven, Connecticut intends to issue a sole source firm fixed priced contract to Qiagen Inc., 27220 TURNBERRY LN, VALENCIA, CA 91355-1018. Qiagen Inc. will provide test kits and ancillaries for specialized testing in the Virology and Molecular Diagnostics department at the Connecticut Healthcare System, located at 950 Campbell Ave, West Haven, CT 06516-2770. The requirement will be sole sourced to Qiagen Inc. The testing kits and ancillary supplies are required for Viral Nucleic Acid extraction at the Virology Department at the West Haven VA Lab. Kits are also required for JAK2 Mutation testing and EZ1 nucleic acid extractions to be used on multiple platforms for specialty testing in the Molecular Diagnostics Department at the West Haven VA Lab. Manufacturer Qiagen is the sole distributor for these kits and this testing has already been validated and utilized at the VACT Virology Lab. These reagents are also the only reagents currently validated on the ABI 7900 Real-Time PCR instrument at the VA CT Molecular Diagnostics Laboratory. No other reagents can be used on the current platform. Qiagen has also sent the Government a sole source letter stating they are the only vendor who can provide this as Qiagen is the sole distributor for the kits. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), "soliciting from a single source." The NAICS code is 334516 and has a size standard of 500 employees for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12:00p.m. EST, August 31, 2015 to: Craig.Harris@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
