Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 334516 with a size standard of 500 employees. AFRL requires the purchase of Semi-Automatic Probing Station Platform that will meet the following capabilities: • Chuck temperature variability from -65ºC to +200ºC • Measurement sensitivity on the order of 3 fm farads and 5 fm amps • A noise level on the order of 3 fm farads and 5 fm amps • Thermal system controller capable of -65ºC to +200ºC • High stability bridge with 2x2" programmable transport • High resolution motion controller • Microscope, A-Zoom2 10x, • Microscope Mount • Video Card • Objective, 2x • High performance Windows 7 controller • 24" LCD Monitor • 2x Positioner East/West with Arm • Triax Panels for HS bridge • Vacuum Manifold (2x) • DC Positioner,100TPI,Left • DC Positioner,100TPI,Right • DCP Probe Mount, Dual Triax • Parametric Test Cable Kit In addition we would require a system installation package covering the following requirements: • On-site system installation of by a Certified Service Engineer. • Probe station assembly and CMI accessory setup • Probe station system verification and • Thermal Calibration (if applicable) • Assist with station placement • Basic Software/Prober Training - (Load, Align, Contact, Video) The Government intends to negotiate a sole-source contract for the purchase of the system described above. The identified sole-source provider/producer of these systems is as follows: Cascade Microtech 9100 SW Gemini Drive Beanerton, OR 97008 The Government believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements. Any system that deviates from the above described would potentially affect the data measurement and cause data to be retaken. Reliability measurements occur over a period of time so any major equipment changes would invalidate existing results or cause correlation issues that would take several years to reproduce. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Tabitha.Haggart@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 September 2015. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
