- NOTICE OF INTENT TO SOLE SOURCE DOE Global Macroeconomics Subscription Service The U.S. Department of Energy (DOE) intends to negotiate on a sole-source basis with Oxford Economics for global macroeconomic services (commentaries) on a subscription basis in accordance with FAR 6.302-3(a)(2)(ii) and pursuant to 41 U.S.C. 3304(a)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Oxford Economics is the only known source that can provide international macroeconomic service (commentaries), including high-frequency research briefings, weekly economic briefings, data insights, country economic forecasts, scenarios, etc. Furthermore, Oxford Economics is the only known source to provide qualitative and quantitative macroeconomic analyses, including scenario analyses, based on two detailed in-house models (economic and industrial). The two models, commonly referred to as the Oxford models, are the only models integrated into the World Energy Modeling System (WEPS), the analytic tool developed by the Energy Information Administration (EIA) used to develop the International Energy Outlook (IEO). The proposed subscription will be for a period of one year. NAICS Code DOE is considering NAICS code 541910, Marketing Research and Public Opinion Polling. How to Respond This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by September 7, 2015 at 12:00pm EST via e-mail to My Dung T. Pham at: mydung.pham@hq.doe.gov. The written response must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This requirement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
