- The United States Department of Agriculture (USDA), Economic Research Service (ERS), intends to initiate a Request for Quote (RFQ) procurement action and award a contract for National Establishment Time-Series (NETS) database licenses. These licenses offer National Database delivery that includes all 44+ million records in SQL Server format. The NETS converts Dun and Bradstreet (D&B) archival establishment data into a time-series database of establishment information. The NETS Database provides longitudinal data on various dynamics of the U.S. economy that include establishment job creation and destruction, sales growth performance, survivability of business startups, mobility patterns, changes in primary markets, corporate affiliations, and historical D&B credit and payment ratings. The Contractor shall furnish all requested products and services including delivery to: USDA / ERS / R&RED, 355 E Street, SW, Washington, DC 20024. The acquisition will solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR). A Firm-Fixed-Price contract will be awarded for a period of twenty-four (24) months, to the offeror whose offer, conforming to the solicitation, falls within the competitive price range. The contract period will be from: Base Period: September 30, 2015 - September 29, 2017. Quotes will be reviewed for completeness and evaluated for lowest price, technically acceptable basis. The Government may elect to conduct discussions with offerors whose proposals are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each proposal should be submitted from the offeror's most favorable technical and price standpoints. Solicitation information will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov. No hard copies will be issued and no written or fax requests will be accepted. Telephone requests will not be honored and bidder lists will not be maintained. Proposals are due on August 28, 2015 by 7:00AM EST. Proposals must be emailed to Travis Heller at the following email address: travis.heller@ars.usda.gov. The NAICS Code for this project is 541720. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 at the time of submission. Award will be made as a Single Award Contract to one offeror.
