Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The U.S. Geological Survey (USGS), Utah Water Science Center has a requirement for the following services: To provide for the acquisition, processing, and documentation of shallow-water marine geophysical data from Great Salt Lake, Utah, for a period of three weeks during October/November 2015. The Contractor shall supply all equipment, supplies, and trained personnel for the setup, operation, collection, recording, processing, products, documentation, and electronic backup of geophysical data acquired during this effort. This research requires the acquisition, processing, and documentation of shallow-water marine geophysical data from Great Salt Lake, Utah for a period of three weeks (~1417 acquisition days). These services require that the Contractor provide a digital CHIRP system (Edgetech SB512SC digital sub-bottom profiler or equivalent), 100/400KHz side scan sonar (Edgetech 4200CHIRP side scan sonar or equivalent), and accompanying support equipment and expertise for integration of both the CHIRP and side scan sonar systems with a single real-time differential global positioning system (RTDGPS) data stream supplying location information in National Marine Electronics Association (NEMA) 0183 message sentence formats. Contractor will supply all equipment, supplies, and trained personnel for the setup, operation, collection, recording, processing, documentation, and electronic backup of geophysical data acquired during this effort. Contractor will be responsible for travel to/from the project site and all associated travel-related costs. Both the sub-bottom profiler and side scan sonar will be deployed from a 23-foot survey vessel. The vessel is equipped with a single 500lb-capacity davit which will be used to deploy and recover the sub-bottom CHIRP profiler. The side scan sonar will be hand deployed on the opposite side of the vessel to help distribute the load. The vessel, davit and associated vessel support equipment will be supplied by the Agency. This vessel is able to operate in water as shallow as 1 meter (3.3 feet) and in-water equipment will be need to be deployed near the water surface. Maximum target depth is less than 9 meters (~28 feet). The water is hypersaline (1518% salt) and equipment exposed to this environment must be adequately sealed to prevent corrosion and electrical issues. A small four-person cabin is available to protect computers and other electronic equipment from direct contact with the saline water. A good acquisition day is approximately 12 hours in duration with six or more hours of near-continuous data collection. Weather, equipment, engine, and other issues typically arise that shorten or prevent data collection during any particular day or part of a day. In the case of good weather conditions, data acquisition may be completed in as little as 14 days. Acquisition speed is generally between 3.04.5 knots and is dependent on data quality, environmental conditions, and safety concerns. USGS is seeking competition for the aforementioned requirement. All business concerns who believe they can responsibly provide this type of service should submit the following information to the contracting officer. The North American Industry Classification System (NAICS) code is 541360 and the size standard is $15.0 Million. 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration by August 31, 2015. Responses that do not comply with these procedures will not be considered. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals.
