- This is a Request for Information (RFI) only. There will not be a contract that results from this announcement. NOTE: This RFI is also published under RFI-DOCSSO201501. The purpose of this RFI is to gain an understanding of available capabilities that exist in the commercial marketplace for a procurement portal that will be used to navigate to and facilitate the purchase of goods and services that will be supplied under Government contracts within the Department of Commerce (DOC). The "ePortal" or "marketplace" solution sought will provide a single interface to requestors throughout DOC to search and select items to meet identified requirements. Examples of typical items are computers, computer accessories, furniture, software, etc. The procurement "Portal" solution will be populated with items that have been sourced by other DOC-wide contracts and be an interface to enhance the customer experience in acquiring these items. The solution will not be a used as a sourcing platform for open market items that have not been identified under existing government contracts. The solution will have the following characteristics at time of use: · 508 compliant · FedRAMP compliant · Software as a service · Ability for users to create and subscribe to reports · Ability to create approval groups · Delegations of authority · Support for RFI/RFQ/RFP and reverse auctions · Demonstrate the ability to s uccessfully deploy in a government workspace · Ability to build a network of suppliers in the system · Support multiple charts of accounts · Role based system · Ability to control what users can have access to by roles and permissions · Allow for users to search for products based on keywords · Ability to host catalogs of available products from contracted suppliers · Ability to support several catalog structures (e.g., hosted, supplier-managed, universal search) · Ability to automatically route order to supplier · Allow for confirmation of receipt of order · Accommodate use of Government Purchase Card · Multiple logons and transactions to process simultaneously · Integration with existing accounting, financial, procurement, or reporting systems · Users can request items that are not currently on contract · Dynamic workflow capabilities (approval chains) · Access to the following information: o Number of orders placed o Number of line items fulfilled o Number of line items remaining to be filled o Status of submitted requisition Please submit a capabilities statement, including a rough order of magnitude of cost to implement and maintain, not to exceed a total of 10 pages to Anthony Kram at akram@doc.gov by 5:00 pm September 3 rd.
