- The US Department of Labor, Employment and Training Administration intend to limit competitive sources for the acquisition of a limited contract to operate the St. Louis Job Corps Center. The statutory authority permitting this acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.202(a)(4), Ensure the continuous availability of a reliable source of supplies or services. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to approximately 60,000 disadvantaged youth each year at 125 Job Corps centers nationwide. The requirement is for the operation of the St. Louis Job Corps Center located in St. Louis, Missouri. The anticipated period of performance is a twelve (12) month base period and two (2) one year (12 month) option periods. The requirement includes the provision of academic, career technical, career success skills, and career development training, and related support services, for an estimated 440 residential students and 80 non-residential students. The contractor shall operate residential quarters (housing) and service to all students as applicable. Offerors who intend to submit a response must meet the following pass/fail criteria within the past five (5) operational years: 1. Operated or is operating a larger center with 500+ authorized students 2. Center achieved outcome measures (OMS) in the top quartile of all 125 centers on a consistent basis. 3. Has trained and educated inner-city urban minority youth with considerable disciplinary, drug, safety, and attitude challenges 4. Has achieved OAOMS rankings (OAOMS-10R) in the top quartile of all OA contracts (71) in the operation of an OA contract with a minimum annual arrival quota of 500+ enrollees This is a notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm ET, August 31, 2015, that provides sufficient details for consideration by the government, via email to JC.Lockbox@dol.gov. The determination not to compete the contract based on the response to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
