- Description
- NASA/MSFC has a requirement for Design and Fabrication of a Back Mounting Structure on a mirror for Advance Mirror and Technology Development NASA/MSFC intends to purchase the items from Schott North American. Schott is the sole manufacturer of Zerodur zero-expansion glass ceramic. It is a unique, proprietary process and would be cost prohibitive to reproduce the same material by another vendor in order to meet the critical project schedule. In order to achieve larger mirrors to collect greater science return, mirrors need to be light weight. Schott as developed and validated an extreme light weighting manufacturing process for Zerodur. It is anticipated that an award to any other source would result in a duplication for cost and is unacceptable delays in fulfilling the requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2015.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
