- This is a combined synopsis/solicitation for commercial off-the-shelf items and will be prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-15-Q-3105. The North American Industry Classification System (NAICS) Code is 511210, size standard is $38,500,000. Incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2005-83. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a sole source, firm fixed price contract to Wind River Systems, Inc., Alameda, CA, for the following: CLIN 0001 Wind River General Purpose Platform VxWorks Subscription, (Qty. 2 each) CLIN 0002 Wind River Platform for ID VxWorks Subscription, (Qty. 1 each) Required Period of Performance is 20 September 2015 - 19 September 2017 Exact matches only, no substitutions. Wind River Systems, Inc. is the sole developer of the Vxworks/Workbench software used in Lab 63 at Naval Undersea Warfare Center Division Newport (NUWCNPT). It is used in maintaining the following previously developed systems: Automatic Direction Finder (ADF) System, Electronic Warfare Server (EW Server), and the Early Warning Receiver (EWR) System. In addition, VxWorks is used for existing research and development projects such as Coherent Electronic Attack for Submarines (CEAS) that will be incorporated into the EW Server. If another Real-Time Operating System was to be used, it would require the completed and fielded system software for the EW Server, EWR, ADF and CEAS to be re-developed, re-designed, re-tested and re-verified. It would require a new baseline to be developed including the need for an Engineering Change Proposal and Engineering Change Instruction resulting in hundreds of unplanned installations. FAR 6.302-1 allows for other than full and open competition when the cost is not expected to be recovered through competition. The VxWorks/Workbench and Operating System is a proprietary format that requires NUWCNPT to obtain the maintenance and licensing directly from Wind River. No other vendor sells VxWorks maintenance and licensing therefore, maintenance and licenses can only be renewed and procured through Wind River. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors - Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation - Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important. FAR 52.212-3 Offeror Representations and Certifications - Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions -Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies. The following addenda or additional terms and conditions apply: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a Unique Item Identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000 or more. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Offers should include price and delivery terms. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
