Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Basic Services: The Contractor shall provide services for technical, field level, and logistical support on seven (7) NALEMP Cooperative Agreements (CA), information gathering and analysis of past and current Native American environmental and cultural issues to address USACE Native American action items. Task Heading: 5.2Pueblo of Isleta - NALEMP CA - The FY14 CA is active from 30 September 2014 for the rest of the duration of this contract. Support services shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of Isleta for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.2.1: Provide technical review and analysis with comments on all draft and final documents, as the subject matter expert during the contractual POP associated with the POI Cooperative Agreements, including any late deliverables associated with the FY14 CA, including but not limited to: Four(4) Quarterly report; One (1)Draft/Final SPIP Update One (1) Draft/Final S-1 (Grid M), S-2, S-3 MEC IR Report One (1) Draft/Final IPOIA MEC Surface Clearance Work Plan One (1) Draft/Final IPOIA MEC Surface Clearance Report One (1) Draft/Final WB-57 Crash Site SI Work Plan One (1) Draft/Final WB-57 Crash Site SI Report Task 5.2.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo. Task 5.2.3: Provide four (4) financial reports outlining the status of the Tribe's technical performance, and deliverables to the USACE NALEMP Manager. Task 5.2.4: Prepare the twelve (12) contractor monthly progress report for the duration of the CA. The monthly reports shall, at a minimum, summarize the work performed during the preceding month and work to be conducted in the following time period. Task 5.2.5: Provide technical support in populating NAMSEI with a total of four (4) USACE quarterly progress reports outlining the Pueblo of Isleta's CA activities on all active CAs, funding and deliverables. Task 5.2.6: Provide continued support and training on the NAMSEI on-line quarterly reporting system requirements. Task 5.2.7: Attend the annual 3-day long National Tribal and Project Management meeting, (location assume Alaska). 5.3. Pueblo of Laguna (POL) - NALEMP CA: The FY14 CA with the Pueblo of Laguna will be active the entire duration of this contract. Contracted support shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of Laguna for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.3.1: Provide technical review and analysis with comments, as the subject matter expert on all draft and final documents associated with the POL CA, including but not limited to: FY14 CA: Five (5) Quarterly reports; One (1) Draft/Final SPIP One (1) Draft / Final Eidson MEC IR One (1) Draft/Final JATO 2 MEC IR One (1) Draft/Final S-1 MEC IR Task 5.3.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo. Task 5.3.3: Provide five (5) financial reports outlining the status of the Tribe's technical performance, and deliverables to the USACE NALEMP Manager. Task 5.3.4: Provide technical support in populating NAMSEI with a total of four (4) USACE quarterly progress reports outlining the Pueblo of Laguna's CA activities on all active CAs, funding and deliverables. Task 5.3.5: Provide continued support and training on the NAMSEI on-line quarterly reporting system requirements. Task 5.3.6: Prepare twelve (12) contractor monthly progress report for the duration of the Contract. This monthly report shall, at a minimum, summarize the work performed during the preceding month and work to be conducted in the following time period. 5.4. Pueblo of Acoma - NALEMP CA: The FY14 CA will be in effect from 1January2015 thru 30 December 2015 and the FY15 CA will be in effect from 1 January 2016 thru the duration of this Contract. Support services shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of Acoma for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.4.1: Provide technical review and analysis with comments, as the subject matter expert on submittals, including, but not limited to: FY14: Assist in updating Strategic Project Implementation Plan (SPIP); Two (2) quarterly reports; FY15: Draft/Final MEC Site Characterization Workplan Three (3) quarterly reports; Task 5.4.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo. FY12: Two (2) quarterly meetings FY14: Two (2) quarterly meetings Task 5.4.3: Provide two (2) financial reports under the FY14 CA, and three (3) under the FY15 CA outlining the status of the CA performance, funding and deliverables to the USACE NALEMP Program Manager. Task 5.4.4: Provide technical support in populating NAMSEI with a total of five (5) USACE quarterly progress reports outlining the Pueblo of Acoma's CA activities on all active CAs, funding and deliverables. Task 5.4.5: Prepare twelve (12) contractor monthly progress reports for the duration of the contract. The monthly reports shall, at a minimum, summarize the work performed during the preceding month and work to be conducted the following time period. Task 5.4.6: Provide continued support and training on the NAMSEI on-line quarterly reporting system requirements. 5.5. Pueblo of Santo Domingo - NALEMP CA: The FY15 CA with the Pueblo of Santo Domingo will be active throughout the whole Contract POP. Contracted support shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of Santo Domingo for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.5.1: Provide technical review and analysis with comments, as the subject matter expert on all draft and final documents associated with the POSD FY15 CA, and Kirtland PBR No. N-14 Site, including but not limited to: Draft/Final Kirtland PBR No. N-14 MEC & MD Surface Clearance Work Plan Four (4) Quarterly reports; Task 5.5.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo. Task 5.5.3: Provide four (4) CA financial reports outlining the status of the Tribe's technical performance, and deliverables to the USACE NALEMP Manager. Task 5.5.4: Provide technical support in populating NAMSEI with a total of four (4) USACE quarterly progress reports outlining the Pueblo of Santo Domingo's CA activities on all active CAs, funding and deliverables. Task 5.5.5: Provide continued support and training on the NAMSEI on-line quarterly reporting system requirements. Task 5.5.6: Prepare twelve (12) contractor monthly progress report for the duration of the Contract. This monthly report shall, at a minimum, summarize the work performed during the preceding month and work to be conducted in the following time period. 5.6. Pueblo of Santa Ana- NALEMP CA: The FY15 CA with the Pueblo of Santa Ana will be active form 1 September 2015 thru the duration of the Contract POP. Contracted support shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of Santa Ana for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.6.1: Provide technical review and analysis with comments, as the subject matter expert on all draft and final documents associated with the POSA FY15 CA, including but not limited to: Draft/Final SPIP Four (4) Quarterly reports; Task 5.6.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo. Task 5.6.3: Provide four (4) financial reports outlining the status of the Tribe's technical performance, and deliverables to the USACE NALEMP Manager. Contracted support shall include: Act as a liaison between the USACE, NALEMP and the Pueblo of San Felipe for all required CA requirements and provide recommendations for further development of requirements, in conjunction with the tasks listed below: Task 5.6.1: Provide technical review and analysis with comments, as the subject matter expert on all draft and final documents associated with the POSF FY15 CA, including but not limited to: Draft/Final SPIP Four (4) Quarterly reports; Task 5.6.2: Participate in 4 quarterly NALEMP/Tribal/USACE meetings: Plan and coordinate meeting location and attendance; Facilitate meeting; Develop agenda and distribute; and Produce meeting minutes and distribute Assume one meeting to include a site visit on the Pueblo.
