Submittal Register Drawings, dated 2 April 2015 Specifications, dated 2 April 2015 Repair Fence and Culvert at Unnamed Tributary at Rottenwood Creek on Dobbins ARB, GA This is a combined synopsis/solicitation for a construction project to Repair Fence and Culvert at Unnamed Tributary at Rottenwood Creek on Dobbins ARB, GA. The solicitation number is FA6703-15-B-0002 and is being issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. All applicable provisions and clauses are included in the solicitation. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. This procurement is a 100% SMALL BUSINESS SET-ASIDE ACQUISITION. The North American Industry Classification System (NAICS) code is 238990 and the Size Standard is $15M. The Contractor MUST meet requirements of Federal Acquisition Regulation (FAR) 52.219-14, entitled "Limitations on Subcontracting", by providing at least 15% of the work. The project scope is for a construction project and the contractor is to provide all labor, tools, materials, transportation, and supervision necessary to Repair Fence and Culvert at Unnamed Tributary at Rottenwood Creek on Dobbins ARB, GA. The contract contains two (2) contract line item numbers (CLIN): CLIN 0001: Construct Box Culvert, Rottenwood Creek on Dobbins ARB. CLIN 0002: Repair Fence at Rottenwood Creek on Dobbins ARB. This is an Invitation for Bids (IFB). The period of performance is 150-calendar days. The estimated magnitude of the entire contract is $500,000 to $1,000,000. The Air Force intends to award a single Firm Fixed Price (FFP) contract. The solicitation will be in accordance with FAR Part 14, Sealed Bidding. In accordance with FAR 4.1102 and FAR 52.204-7, entitled "System for Award Management", Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Registration requires offerors to have a DUNS number. It is advisable to register immediately at https://www.sam.gov in order to be considered for award. Specifications and drawings will be included with the solicitation posted on Federal Business Opportunities (FBO) website at ( https://www.fbo.gov ). All amendments, questions and answers, etc to the solicitation will be posted to FBO, as well. No paper copies of the solicitation will be provided. You may; however, download and print the file from the FBO web site at www.fbo.gov. A site visit will be conducted at Dobbins ARB, GA for this project on Wednesday, 9 September 2015 at 9:00 A.M. EST. All site visit instructions to include gaining base access are included in the solicitation. Request for Proposal will be issued on or about 25 August 2015 with a closing date of 25 September 2015 at 1:00 P.M. EST. This is an IFB and all bids will be announced approximately 10 minutes after bid closing date and time. Bids may be hand delivered or mailed to Shelby Cook and Kenneth Jacob at 1538 Atlantic Ave., Bldg 812, Dobbins ARB, GA, 30069. Electronic bids will not be accepted.
