Description
This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. The Mission and Installation Contracting Command (MICC) - Fort Eustis, on behalf of Army Capabilities Integration Center (ARCIC) intends to procure non-personal services necessary to provide a professional writing course to both a resident student audience at Fort Eustis, as well as a virtual student audience at satellite locations. The total class size will not exceed 24 students. The Contractor will provide access to the academic institution's educational portal, i.e. an e-college like portal that will include ability for class registration, class management, document sharing, student collaboration, and instructor feedback. The use of Blackboard or similar educational tool is required. The contractor shall provide support in performing the following tasks: -Define professional writing, and identify the major genres of professional writing. -Conduct basic audience research to determine for whom he or she is writing and why. -Determine the main point of your document, and summarize your main point in one sentence. -Use concrete characters rather than abstract nouns. -Reinforce the main point in the most strategic locations throughout the and revise messaging for different contexts and audiences. -Identify common problems that prevent writing from being easily understood by a variety of audiences. -Use multiple editorial strategies for revising and improving documents -Describe the common attributes and expectations of professional readers. -Develop a main point that will motivate your reader. -Explain how to create a document outline that supports your main point, and perform this task. -Reinforce your main point in the most strategic locations throughout his or her document. -Effectively use keywords to reinforce his or her point. -Identify and avoid ethical problems such as false claims and plagiarism. -Edit documents to remove common errors. -Revise documents for different media and audiences. -Describe how to maintain a professional tone when writing, especially in social media -Identify weaknesses in their own and others' writing. -Make fewer errors in advanced grammatical structures. -Improve both paragraph and document organization. -Clearly communicate ideas in a professionally written document. The hours of operation for the students are 0800 to 1700 over a standard five-day period, excluding Government holidays. The course will meet three (3) Hours per week in two sessions, 1 ½ hours each session during the latter part of the training days for a period of 14 weeks. However, these operating hours and days may vary based on the requirements of the ARCIC due to mission priorities or inclement weather. The Government is seeking responses to this sources sought synopsis from all interested small businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned (SDVOSB), Women-Owned Small Business (WOSB), etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Packages shall be submitted by 10:00 AM, 03 September 2015 eastern standard time. In response to this sources sought, please provide in your capabilities packages: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code 611430-Professional and Management Development Training with the related size standard $11.0. 2. Identify instructor qualifications (experience with graduate level writing and professional writing, published peer reviewed articles in professional journals, experience delivering instruction via distance learning and simultaneously in a classroom and experience getting articles and or writing published). The capability packages for this sources sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages shall not exceed five (5) pages and must be submitted via e-mail to Ms. Hope N. Woods, at hope.n.woods.civ@mail.mil at no cost to or obligation to the Government.
