Description
This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division intends to acquire the following under the first order of BOA N00178-15-G-1002. NSWCDD is requiring assistance in repackaging and reconfiguration of the Fast Lethality Assessment for Sensing Hostile Fire (FLASH) sensor units and to provide in field test support of these sensors. The requirement is broken down into one base task with three support tests and 4 optional tasks. In the base task, the contractor shall provide engineering support and subject matter expertise on the FLASH system hardware and software in support of government efforts to repackage and reconfigure the sensors to run with a more compact computer processor. The contractor shall provide documentation on the hardware and software baselines and configuration data for the FLASH units N.1 - N.4 in both the current configuration and the modified configuration with the new processor. The contractor shall provide computer aided design models of the FLASH sensor case, optical assembly, dewar, and cryocooler. The contractor shall modify the FLASH software to work with the new processor. The contractor shall provide 4 weeks of test support across three test events scheduled between October 2015 and September 2016. Option 1 - The contractor shall provide an assessment report on repair of FLASH unit N.4. Option 2 - The contractor shall provide analysis of FLASH performance using lenses with a smaller Field of View (FOV). Option 3 - The contractor shall provide performance analysis of previous FLASH test data. Option 4 - The contractor shall provide signature analysis. The effort will be fulfilled through other than full and open competition with Oceanit Laboratories, Inc., 828 Fort Street Mall, Suite 600, Honolulu, Hawaii 96813.
