- REQUEST FOR INFORMATION SYNOPSIS THIS IS NOT A SOLICITATION: This is a Request for Information notice issued in accordance with FAR 10.002(b) to conduct market research. This Request for Information is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) - or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this Request for Information; all costs associated with responding to this Request for Information will be solely at the interested vendor's expense. Not responding to this Request for Information does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this Request for Information is strictly voluntary. All submissions become Government property and will NOT be returned. OVERVIEW The Department of Veteran Affairs (VA) Financial Services Center (FSC) is requesting information on secure transmission of documents and data for healthcare claims processing. BACKGROUND The Department of Veterans Affairs (VA), Financial Services Center (FSC) adjudicates and pays healthcare claims from private providers outside of the VA's medical facilities. The VA requires a tool or system that ensures secure communication and transmission of documents and data during adjudication and processing of healthcare claims transactions. REQUIREMENTS Market research is being conducted to determine if there are companies that can provide tools or systems that ensure healthcare claims files to be sent and received between VA and non-VA parties, such as doctors and other healthcare providers, are transmitted in a secure manner, so personally identifiable information (PII) and protected health information (PHI) maintain private and are not lost or jeopardized in any way. Examples of PII and PHI would be patient's name, address, social security number, medical conditions, and other sensitive and private information. The tool or system must to be able to transmit a number of large files at a time. Multiple files, some very large, would have to be able to be transmitted with a single message. Certain files could not be transmitted. The tool or system must be able to restrict certain types of files, such as those that are executable Files would have to be transmitted using an encrypted system compatible between and readable by both VA and non-VA parties. The tool or system must be able to restrict the type of files being transmitted. Certain file types, such as those that are executable (.exe files) which must not be allowed to be transmitted. Large amounts of PII and PHI data are contained in MS Office Excel and/or Access tables. The tool or system should be able to perform a mass upload from such a table, all the while ensuring data is communicated securely so all information remains private. The tool or system must be able to integrate with existing the VA Claims Processing software and systems. Transmission of data and all system and tool transactions and functions must comply with VA Handbook 6500 (attached) and National Institute of Standards and Technology (NIST) Special Publication SP 800-53 Revision 4 Security and Privacy Controls for Federal Information Systems and Organizations (attached). RESPONSES If you are able to provide the necessary supplies or services, please respond to this RFI certifying capability. In addition to the requirements certification, all responses shall clearly: Provide the company size, DUNS #, Cage Code, and POC information (name, e-mail, address, telephone, and fax numbers. Indicate whether your company, Sub-Contractors, teaming partners, or joint ventures has a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, or Hub Zone Business. If Service Disabled or Veteran Owned Small business, is your company and/or partners registered in VA's Vet-Biz repository? VA has identified the appropriate North American Industry Classification System (NAICS) Code 541519 Other computer related services which has a size standard of $27.5 million and/or NAICS Code 541990 all other professional, scientific and technical services which has a size standard of $15 million for this Request for Information. Please identify and explain any other NAICS codes your company believes would better represent the listed equipment. Please note that this is a market research request only. Any proposal or pricing received in response to this RFI will be used for market research purposes only and cannot be considered to form a binding contract with VA. The costs associated with any response to this RFI are the sole responsibility of the offeror. Responses should also include a contact name, phone number, and email address, as well as your SEWP and/or GSA contract number. VA reserves the right to not reply to any emails, responses, and/or materials submitted.
