- Attachment 3 - Technical Evaluation Draft Sheet Attachment 2 - Wage Determination Attachment 1 - PWS Exhibit A - Price List Request for Proposal The solicitation number is FA9302-15-R-0016. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-83 and DFARs Change Notice DPN-20150626 AFFARS Parts AFAC-2015-0406. Federal Supply Class/Service (FSC) code is U006. NAICS is 611512 and the size standard is $27,500,000.00. This acquisition is a 100% Small Business set-aside. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service: The objective of this program is to provide test pilot training (not initial or recurring training) for approximately 50 US Air Force (USAF) Test Pilot School (TPS) students and staff members through two Qualitative Evaluation (QE) deployments per year. Visits will typically occur in April and October to align with the TPS syllabus. The Program Manager (PM) will determine specific dates and locations for all deployments. The intent is for groups of 4 students to work through a directed profile with the objectives of evaluating large aircraft dynamics and comparing/contrasting Airbus & Boeing cockpit philosophies. The typical profile should allow each group of 4 students to spend approximately 4 hours in a full-motion Boeing 777 (or equivalent) simulator and approximately 4 hours in a full-motion Airbus A320 (or equivalent) simulator. The actual size of the groups may vary and will typically be a mix of pilots and non-pilots with various backgrounds. When available, a TPS staff member with a heavy aircraft background will accompany the group(s) to facilitate learning and logistics. The first task order period will be 18 Oct 2015. Future performance periods will be during the weeks of 10 October 2015 to 30 September 2020 Please see the attached Request for Proposal, Price List, Performance Work Statement, Technical Evaluation, and Wage Determination. Only the Lowest Priced, Technically Acceptable (LPTA) offer or will be requested to provide the Simulators. Award will be made to the LPTA offer that is most advantageous to the Government. Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. Offerors shall propose in accordance with the attached CLIN structure.
