- REQUEST FOR INFORMATION SYNOPSIS THIS IS NOT A SOLICITATION: This is a Request for Information notice issued in accordance with FAR 10.002(b) to conduct market research. This Request for Information is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) - or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this Request for Information; all costs associated with responding to this Request for Information will be solely at the interested vendor's expense. Not responding to this Request for Information does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this Request for Information is strictly voluntary. All submissions become Government property and will NOT be returned. OVERVIEW The Department of Veteran Affairs (VA) Financial Services Center (FSC) is requesting information on fraud, waste, and abuse detection and elimination for healthcare claims processing. BACKGROUND The Department of Veterans Affairs (VA), Financial Services Center (FSC) adjudicates and pays healthcare claims from private providers outside of the VA's medical facilities. The VA requires a tool or system that identifies and eliminates fraud, waste, and abuse during adjudication and processing of healthcare claims transactions. REQUIREMENTS Market research is being conducted to determine if there are companies that can provide tools or systems that can identify and eliminate fraud, waste, and abuse by doctors, hospitals, and other health and medical providers during the processing and payment of healthcare claims billed by non-VA parties. Examples of fraud, waste, and abuse would include, but not be limited to charging for services and procedures that were not medically necessary, double-billing, charging items separately that should be included in a larger procedure (such as anesthesia in addition to surgery, where anesthesia is normally included in the surgery charge), billing for a post-surgical visit that is normally included in the surgery charge, using diagnosis codes that differ from the service provided, and billing for more expensive services than were provided (such as charging an hour for a 15-minute office visit). The VA is looking for a tool or system which could be installed locally at a VA location or could be hosted and maintained elsewhere, such as at the contractor's facility. If the tool or system is hosted and maintained outside of a VA location, all data transmitted between VA, contractor, and non-VA medical providers entities must be secure, such that personally identifiable information (PII) and protected health information (PHI) is protected at all times, and never lost or jeopardized. Transmission of data and all system and tool transactions and functions must comply with VA Handbook 6500 (attached) and National Institute of Standards and Technology (NIST) Special Publication SP 800-53 Revision 4 Security and Privacy Controls for Federal Information Systems and Organizations (attached). RESPONSES If you are able to provide the necessary supplies or services, please respond to this RFI certifying capability. In addition to the requirements certification, all responses shall clearly: Provide the company size, DUNS #, Cage Code, and POC information (name, e-mail, address, telephone, and fax numbers. Indicate whether your company, Sub-Contractors, teaming partners, or joint ventures has a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, or Hub Zone Business. If Service Disabled or Veteran Owned Small business, is your company and/or partners registered in VA's Vet-Biz repository? VA has identified the appropriate North American Industry Classification System (NAICS) Code 541519 Other computer related services which has a size standard of $27.5 million for this Request for Information. Please identify and explain any other NAICS codes your company believes would better represent the listed equipment. Please note that this is a market research request only. Any proposal or pricing received in response to this RFI will be used for market research purposes only and cannot be considered to form a binding contract with VA. The costs associated with any response to this RFI are the sole responsibility of the offeror.
