Description
The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), National Institutes of Health (NIH), is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZone small businesses capable of the following requirement. This sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not pay for any costs incurred in the preparation of information for responding to this market survey. Any proprietary information should be clearly identified as such. The research focuses on how HIV-1 integrates its DNA into cellular DNA, which is an essential step for replication of the virus. Specifically, studying molecular and structural biology of the HIV enzyme integrase, which carries out this reaction. Also NIH is studying the role of barrier-auto integration factor for the host cell. These projects require extensive use of quantitative Western blotting. The need is for a quantitative Western blot imaging system that meets all of the following requirements: 1. It should be capable of simultaneous near infrared detection and quantification of two targets within the same experiment (simultaneous, two-channel detection for multiplex sample). 2. A dedicated and optimized laser and detection system must be provided for each channel. 3. The source for excitation shall be two solid-state laser diodes emitting at 685 nm and 785 nm. 4. The detection system shall be based on single point detection by cooled Avalanche Photodiodes for high detection efficiency. 5. An automatic intensity adjustment should offer a dynamic range greater than 6 logs in a single capture. 6. Linear dynamic detection range must be at least five orders of magnitude. 7. Laser/microscope must be integrated into a precision scanning mechanism that can scan at resolutions 0f 21-337 microns. 8. Data output shall be an individual 16 Bit TIFF file for each detection channel. 9. The system must use a sealed flat-bed scanning surface that can accommodate various sample media, including membranes, gels, multi-well plates, slides etc) Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements. The capability statement shall be in sufficient detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm. Responses to this announcement should include: (1) name and Address of the Organization, (2) socio-economic status type, (3) point of contact with name, title, phone, fax, and e-mail, (4) DUNS number, (5) contractor capability statement addressing the requirements, (6) list of organizations to whom similar types of services have been previously provided to include contract number, dollar value, and name and phone number of contracting officer. Please Note: All businesses must be registered within the System for Award Management (www.sam.gov). Interested sources are required to send all capability statements to April Merriwether, Contract Specialist, by email (faxed will not be accepted) to merriwetheran@mail.nih.gov no later than August 31, 2015 at 12:00 noon Eastern Standard Time.
