- NASA/GSFC has a requirement for GLOBAL POSITION SYSTEM TEST FACILITY SIMULATORS MAINTENANCE AND TECHNICAL SUPPORT FOR 1 YEAR FROM 12/2016 TO 12/2017. NASA/GSFC intends to purchase the items from Spirent Federal Systems, Inc. because the Goddard GPS Simulators for navigation and attitude for remote site testing were manufactured by Spirent Federal Systems, specifically to satisfy Goddard requirements, and are dedicated systems that provide Godard with capabilities unique to the spacecraft design industry. Spirent Federal holds patents and copyrights on their hardware and source code. These are proprietary and not available to NASA. Spirent Federal Systems is thus the only qualified source to currently provide technical maintenance for the Goddard 64-channel on-orbit position, attitude and time GPS Simulator as well as the SIMREPLAY system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kristal Kerr at kristal.kerr@nasa.gov not later than 4:30 p.m. local time on 09/10/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
