- Sole Source Justification The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to negotiate on a Sole Source basis, a Firm Fixed Price (FFP), Purchase Order with AERVA Inc, CAGE Code 5CGQ9, Cambridge, MA, 02139-3309, for 55 AERVA media players with AERVA Enterprise Software package licenses, including Weather Widgets and RS-232 Commands. These media players will be used at 7 Naval Surface Warfare Center (NSWC) detachments in support of the Newport Real-time Digital Signage (NERDS) system. The Digital Signage solution must have an Authority to Operate (ATO) issued by Naval Network Warfare Command (NETWARCOM) and supported by an approved Certification and Acceptance (C&A) Plan by the Department of Defense Information Technology Security Certification and Accreditation Process (DIACAP). Software Must be DON Application and Database Management Systems (DADMS) approved Access to the Digital Signage (DS) Server and media players will be strictly controlled by a Common Access Card (CAC)/Public Key Infrastructure (PKI) based authentication.DS server is strictly web based with no software footprint on the client machine. Communication with the media players is controlled via the DS server only with no direct logon capability to the media players. Supports standard graphic (gif, tiff, jpeg, bmp) and media (mov, wmv, mpg) formats. Supports automated access of Really Simple Syndication (RSS) feeds. Supports Secure Socket Layer (SSL) protocol for network security and data integrity. Shall be able to use RS-232 serial control to do remote player management (i.e. remotely adjust functions of the screens to include brightness, volume, key lockout, rebooting selected monitors. Emergency override capability to inform the workforce of emergency notices during working hours, Event logging to keep accurate audit trail for a events/actions Hardware Media Players must be compliant to run on the Navy Marine Corps Internet (NMCI) Media players connecting to NMCI networks must comply with the NMCI Security Connection Approval Process1 (NSCAP) and/or the Department of Defense Information Technology Security Certification and Accreditation Process DIACAP. Communication between devices must be compliant with the DON Unclassified Trusted Network Protect Policy (U-TNPP) Media Players must not incorporate internal flash memory The NAICS Code is 541511 and the size standard is $27.5M. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
