Pre-solicitation Notice W912PM-15-B-0015, ERDC Equipment Storage Building, Duck, Dare County, North Carolina THIS PRE-SOLICITATION NOTICE IS HEREBY EXTENDED TO ON OR ABOUT JANUARY 15, 2015. ISSUANCE OF AN RFP IS DELAYED DUE TO POSSIBLE CHANGES IN THE GOVERNMENT'S REQUIREMENTS The U.S. Army Corps of Engineers, Wilmington District requires a contract to provide ERDC Equipment Storage Building, Duck, Dare County, North Carolina. The work consists of provision and installation/erection of a pre-engineered wooden frame building capable of withstanding 130-mph winds in accordance with the Performance Work Statement posted with this synopsis. The building dimensions should provide approximately 2400 SF storage space on a concrete slab capable of supporting heavy equipment. The building will require approximately three (3) clerestory windows, one or two man-doors, and one 14-foot high roll-up door. No plumbing is required. Minimal or no electrical service required. Lighting may be accomplished through natural lighting. The Magnitude of Construction of this project is between $100,000.00 and $250,000.00. Network analysis will not be required - a bar chart schedule is acceptable. This Invitation for Bid (IFB) will be issued in electronic format only and will be available on or about August 14, 2015. The bid opening date will be specified in the solicitation when it is issued. No additional media (CD-ROM, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is 100% set aside for Small Business. The North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction and the size standard is $36,500,000.00. In order to be eligible to receive an award from any Government solicitation, Offerors must be registered in the System for Award Management (SAM). Prepared by:Froilan Esclusa, USACE Site Location: US Army Corps of Engineers 1261 Duck Road, Kitty Hawk, NC NEW BUILDING'S TECHNICAL REQUIREMENTS The following is a general description of the requirements for a new building construction: 1.General: a.Single story building package. It is expected that the package includes a turn-key building including foundations, floor, walls, roof, windows and doors. 2.Construction Types: a.Due to the corrosive environment of this area, the building structure and envelope shall be concrete, masonry, wood systems or combination. b.Pre-engineered metal building construction, metal envelope or metal finishes will not meet the durability requirements for this project. 3.IBC 2012 Considerations: a.Wind Loads: (1609.2)Hurricane Prone Region (Table 1604.5) Risk Category: Risk I (Minor Storage Facilities) (1609.3)Basic Wind Speed Ultimate Design Wind Speed: 130 Vmph. b.Use and Occupancy: (311.3)Group S-2, Low Hazard Storage User's intention is to store general use vehicles such as boats and equipment similar to construction forklifts, loaders, etc. 4.Area and Dimensions: a.Approximate area of 2,400 sf. This area can be varied based on construction methods and selected system. b.Optimal clear interior dimensions to be: 24' depth x 14' height x 100' width. Depth: dimension can vary and adjusted to selected construction methods and standards Height: the clear interior height is essential to the User and a minimum of 12' is required but 14 is optimum. Width:dimension can vary and adjusted to selected construction methods and standards. 5.Doors and Windows: a.(2) Roll-up doors are required, 12' high minimum but 14' preferred. Manual operation b.(2) Personnel doors required, Rust resistant material preferred, (no metal) c.Maximize number and size of fixed windows to allow natural light (see electrical lighting notes) 6.Floor and Ceiling: a.Concrete floor slab designed for vehicular parking b.Soft broom finish floor; no additional floor finish required c.No ceiling required; building roof structure can be exposed 7.Electrical and Telecomm: a.General utility power receptacles required b.High efficiency lighting fixtures for general light. If natural light can be provided with use of windows, then electrical lights are not required. c.No telecomm or security requirements 8.Mechanical and Plumbing: a.No HVAC work required b.No Fire Suppression required c.No plumbing work required 9.Work by Others: a.Topographic Survey and Geotechnical Studies (Soil Tests) b.Rough Grading
