Description
Section B “ Supplies or Services and Prices SECTION B SUPPLIES OR SERVICES AND PRICES B: SUPPLIES OR SERVICES AND PRICES B.1GENERAL INTENTION It is the intention of this solicitation to obtain minor construction, alteration and repair of industrial, commercial and utility projects to government facilities within a 150 mile radius of Naval Air Station Fallon and its ranges, by means of awarding an Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC) at pre-determined prices from R.S. Means (when possible) and proposal price coefficients, effective for a base period of twelve (12) months. The contract also provides for two (2) additional option periods, for a total contract period of thirty-six (36) months. Options shall be exercised at the discretion of the Government. Delivery or performance periods shall be specified in individual task orders. B.2SERVICES AND PRICES The Contractor shall perform any or all functions specified in Section C in accordance with the scope of work contained in individual delivery orders under this contract. The contractor shall utilize the 2015 R.S. Means Facilities Construction Cost Data Manual (whenever possible), multiplied by the applicable coefficient through December 31, 2015. Beginning January 1, 2016, and subsequent years, the newest edition will be utilized through December 31st of each year. The contractor shall deliver the newest R.S. Means Facilities Construction Cost Data book to the Contracting Officer (KO) as part of the requirements of the first task order against this contract and shall deliver to the KO the updated book with the first task order of each subsequent year. This methodology will continue for the life of the contract. Offeror shall submit a proposal for all the coefficients for Exhibit Line Items (ELINs) A001 and A002 below. The coefficient for the base period and option periods shall remain the same throughout the life of the contract. The contractor shall submit a cost breakdown supporting the coefficient(s) proposed for the contract. Naval Air Station Fallon (NASF) CLINDESCRIPTION 0001 Churchill County, Nevada$4,000,000.00 (includes Base Period and Two option periods) COEFFICIENT A001FFP - Coefficient Commercial / Facilities Cost Data Pre-priced line items (Coefficient applicable to established R.S. Means 2015 Cost Data) A002FFP - Coefficient Commercial Non Pre-priced line items B.3OFFERS a.The offeror submitting the proposal must submit two (2) coefficients. b.The coefficient will be offered as a numeric expression; for example, 1.15. Do not describe the coefficient as a percentage. Provide a cost breakdown supporting the coefficient. The coefficient may be carried up to two (2) decimal places only. B.4 DIRECT COSTS ON EACH TASK ORDER a. Non-prepriced task orders. The direct cost on each task order will be determined by adding together the negotiated direct material, equipment, and labor costs. When utilizing subcontractors, three per trade subcontractor quotes must be submitted. If unable to obtain three quotes, approval must be obtained from the KO in writing and a detailed cost breakdown will be submitted. b.Prepriced task orders. The price as shown in the R.S. Means Price Books shall consist of all pertinent costs. c.Costs shall include, but are not limited to: (1)Material costs and all other minor material items necessary for complete installation (e.g., nails, screws, caulking, hinges, nuts, bolts, fasteners, tape, etc.) (2)All equipment or vehicles necessary, either owned or rented, including all operation and maintenance costs and taxes (3)Final Clean-up costs (4)All direct labor necessary for complete installation. Labor costs will be burdened rates from R.S. Means, to include fringe benefits and labor overhead, in the hourly rate. (5)Sales tax (6)Applicable city cost index (7)Temporary toilets B.5COEFFICIENTS a.The Contractor ™s negotiated coefficients are numerical factors that represent indirect construction costs. When possible, the R.S. MEANS Cost Data shall be used by the Contractor to price the detailed scope of work. The total price is calculated by combining labor, material, material taxes, and appropriate R.S. MEANS City Cost Index, then multiplying that result by the appropriate coefficient factor. The Weighted Average Total City Cost Index shall be based on the current indexes published in the R.S. MEANS Cost Data Book. b.The coefficient factor must include all costs ”other than direct labor, material, and equipment incurred in the performance of work ”that cannot be charged to any specific work elements. This category includes, but is not limited, to the items listed below. (1) General and Administrative Overhead, including but not limited to: Salaries of personnel required to operate and manage the contract, fees for Rapid Gate security program, information technology and computer equipment required to manage the contract, off base storage facilities, offices, administrative supplies, incidental engineering, job site supervision, vehicle operations and maintenance expenses and telephone charges. (2)Insurance. (3)Costs for purchase of equipment and vehicles; tools of the trade. (4)Office equipment and supplies. (5)Compliance with safety standards. (6)Compliance with security requirements. (7)Compliance with environmental laws (as described in Section J-03) associated with performing work in compliance with EPA/OSHA and individual Station regulations, including obtaining any necessary licenses and permits, dig Permits, outages, reporting requirements, training, etc. (8)Contractor ™s risk factor. (9)Indirect labor such as incidental engineering and planning. (10)Company officers and support staff. (11)Superintendents. (12)Quality control, including daily Quality Control Reports. (13)Submittal preparation. (14)Overhead and profit. (15)Use of Unified Facility Guide Specifications and Commercial specifications. (16)Utility scopes, facility protection, safety, fire protection. (17)All other contingencies in connection with this contract. c.Coefficient for Pre-priced Work. Task orders using R.S. MEANS Cost Data will use the coefficient for Prepriced Work. d.Coefficient for Non-Prepriced Work. The Government may require the provision of non-prepriced item(s) for projected task orders. Non-pre-priced items are defined as construction materials, services, and work that are not listed by the R.S. Means Cost Data Books. For non-prepriced items, the contractor shall provide the following for each component or task required: (1) Item Description (2) Direct Labor Hours (burdened rate) (3) Davis-Bacon wage rate for trade performing task (4) Description of proposed material (5) Number of units of material (6) Cost per unit of material (7) Description of proposed equipment (8) Time for which equipment will be required (9) Rental rate for equipment (10) When using subcontractors, three per trade subcontractor quotes must be submitted. If unable to obtain three quotes, approval must be obtained from the KO in writing and a detailed cost breakdown will be submitted (11) Miscellaneous e.Work described in the contract that the contractor shall perform at no additional cost to the Government: (1)All costs associated with computer hardware/software applications. (2)All costs associated with computer hardware/software to enable electronic correspondence with the Government. (3)Production of AutoCAD. f.Waste and Excess Quantities included in Completed-in-Place Construction Quantities. (All prices in R.S. MEANS Cost Data Books are for completed-in-place construction unless explicitly described otherwise. Waste or excess material quantities are incidental costs that are included within the contract coefficient unless explicitly stated otherwise. Quantities used on individual task order proposals shall be taken from field measurement or design plans, as appropriate, without allowance for waste.) g.The contractor ™s coefficient shall not include costs for professional design and engineering. When professional design and engineering services are required (other than incidental), it will be so noted on the Request for Proposal (RFP) on each task order. The contractor ™s proposal for design and engineering services shall be separate from the costs for construction. The contractor ™s proposal for design and engineering costs shall be based on the negotiated rates and fees negotiated for each individual task order. The contractor ™s proposal for design-build projects shall include all engineering services required for design, including but not limited to survey, soil borings, field investigation, review meetings, energy analysis, printing and shop drawing review. h.The costs for preparation of Task Order proposals including scoping meetings shall be the responsibility of the Contractor and shall be included in the coefficient. Task Order proposal preparation is not reimbursable. Government requests for proposals shall not constitute an award or commitment. i.See Attachment J-01, Davis Bacon Wage Determinations, for the Davis-Bacon Wages applicable to the first twelve (12) months of this contract. The current Davis-Bacon Wage Determination will be incorporated into the contract upon exercise of the option year. j.The contractor ™s coefficient shall not include costs for performance and payment bond premiums. The cost for bond premiums will be added when a task order reaches the value that requires bonding.
