Description
Justification - Limited Sources Rationale Subject: TIGER Portable Server LINK 16 Kit & Desktop LINK 11 Renewal - DJTMZ5D543 In accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available, e.g. urgency, licensing agreements, brand name, or industrial mobilization. The Defense Information Systems Agency (DISA), Department of Defense (DoD), Joint Interoperability Test Command (JITC), requires the procurement of brand-name, sole source, Northrop Grumman software (base period) to include 12 month software subscription and technical support. The Tactical Data Link Integration Exerciser (TIGER) systems support the JITC Mission for interoperability testing of Tactical Data Link in the coalition and NATO environments. The equipment is highly specialized Link 11, Link 16 and Joint Range Extension test tools. It primarily provides the capability to provide a Link message transmit capability. The period of performance will be 12 months from date of the award. Fiscal Year 2015 Research Development Test & Evaluation funds have been provided for the procurement under Military Interdepartmental Purchase Request Number DJTMZ5D543. The applicable North American Industrial Classification System Code is 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing, with a size standard of 1,000 employees. This requirement will continue the TIGER support provided as other direct costs under the new awarded contract. The requirement items are outlined below. Est. delivery time ARO 5 months SHIPPING 1 This procurement of the TIGER Test Tool is an immediate mission criticality to support the reimbursable task for Battlefield Operations Support System (BOSS) Standards Conformance Testing. The BOSS, originally developed as a test tool for TDL testing, has been incorporated into operational units as a C2 platform performing real world operations. The BOSS has never been tested outside the developer's lab which poses great risk to the warfighter and military assets in the field. The TIGER is the only product available that can carry-out standards conformance testing on the BOSS due to their proprietary configurations and user permissions. The TIGER Test Tool is specialized and proprietary equipment and is specifically manufactured for government and commercial customers associated with Tactical Data Link 16 and is solely manufactured and sold by Northrop Grumman Corporation. The current test tool, the Dual Link Simulator (DLS) that JITC uses for Tactical Data Link testing was purchased in 1999. The DLS is an older version of the TIGER. Due to funding, JITC has not updated the DLS hardware/software since Fiscal Year 2000. It is no longer sustainable as replacement parts are not available and the software is two Military Standards behind the latest approved standards. In order to provide testing services in accordance to the current JITC campaign plan, test equipment needs to evolve with the mission requirements to ensure the safety of the warfighter and successful operation of TDL platforms. The portable TIGER Test Tool has Tactical Data Link 11 and 16 capabilities, supporting current and retired Military Standards 6011, 6016 and 3011; as well as Distributed Interactive Simulation (DIS) allowing JITC the option of testing in our facility or at the customer facility, as well as participating in live exercises or real world operations. This offers the opportunity to collect data in all venues mitigating risk to the warfighter and providing a greater fidelity to JITC certification process. The TIGER Test Tool will be used primarily by the JTD portfolio to conduct Tactical Data Link Testing Joint Interoperability (JIT) and Coalition Interoperability Testing (CIT). In addition, the TIGER will be used in support of reimbursable Standard's Conformance Testing (SCT) of Tactical Data Link (TDL) platforms for DoD and commercial vendors. The TIGER will also be used in conjunction with NATO testing twice a year. JITC will either have to purchase a more expensive test tool, develop the test capability for ~ $450,000, or not test at all, failure to procure the TIGER Software. At this time, the government has determined that no alternative software product will meet agency needs. Failure to procure the brand-name TIGER software support would jeopardize the software infrastructure and mission of the DISA, DoD, JITC managed Tactical Data Link in the coalition and NATO environments. Northrop Grumman is a world leader in Data Link Test, Simulation and Management. The TIGER proprietary software, hardware configuration, and computer internal settings are available only through Northrop Grumman. No other manufacturer sells this uniquely configured data link test and simulation system. TIGER software was written and is maintained by Northrop Grumman. Northrop Grumman has engineered the hardware attributes to maximize the TIGER software capabilities. TIGER has been used by US DOD entities, U.S. and Foreign Defense contractors, and Foreign Ministries of Defense to test conformance with tactical data link standards and interoperability certification requirements. TIGER is deployed throughout the world as a leader in data link testing, contributing to multination interoperability. Northrop Grumman is solely responsible for continuously upgrading the software with the latest capabilities for the current data link standards. The products are not available through ESI BPA and are only available through an open market order. Therefore a firm-fixed-priced open market purchase order is anticipated, and the recommendation is to advertise the requirement on FedBizOpps.
