Description

The Naval Air Systems Command (NAVAIR), NAWCAD, Patuxent River intends to solicit, negotiate, and award a sole source contract for the Atlantic Test Range (ATR) located at Patuxent River, MD. This acquisition is for the upgrade of 6 (six) S/N 7104 Series Quad Channel Receiver Combiner systems. Serial numbers: 7104-0001, 7104-0002, 7104-0003, 7104-0004, 7104-0005, 7104-0006 This upgrade is to include support of down-converted C-band as currently standardized by IRIG, as well as provide for the latest demodulator and embedded bit synchronizer capabilities in all channels and added AM antenna tracking features in CH1 through CH4. The Government anticipates awarding a firm-fixed price contract on a sole-source basis to Systems Engineering & Management Company (SEMCO), 1430 Vantage Court Vista, CA 92081, under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The delivery date is as soon as possible. The destination of this procurement will be Patuxent River, MD. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. Response(s) to this notice may be made via e-mail or on company letterhead: include company's name, point of contact, address, phone number, DUNS number, Tax ID, business size, and this notice number. All responses must be received by 12:00 PM EST Thursday, 10 September 2015. Responses to this notice may be emailed to karla.norwood1@navy.mil. No telephone responses will be accepted. The Government will not pay for any information received. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government. If no written response is received within 15 (fifteen) days, a contract may be issued without further notice.
