- AMENDMENT 002 Q1. Will badges be provided by NIST to the contractors, and are the contractors required to check in every day at the lobby of building 235? A1. Yes, temporary badges will be provided and the contractor must check in and present a valid passport or government issued identification each time they enter the building. Work expected to span across 10 days or more will require additional paperwork and at least 2 weeks for processing. Q2. Is all equipment required to be new? A2. With exception to the existing conduit, all other equipment and material must be new. Q3. What is the age of the existing system? A3. The age varies, as the building has been added on in several areas. The oldest age of the system is from the 1970's, the newest part of the system is from 2010. Q4. Is zoning required? If so, how many zones are required. A4. Yes and no, refer to Section 3.7 of the Statement of Work. To clarify Section 3.7, the ability to isolate certain parts of the system refers to the ability to turn off the speakers in particular sections of the building so pages cannot be heard a certain times. The isolation does not refer to the paging functionality. Q5. Must all of the phone page phones be identical? A5. Yes Q6. Can the existing wires be used as pull strings for the new wiring? A6. Yes. Q7. Is automatic volume or manual volume control required? A7. Automatic volume control is desired for areas that are excessively noisy only occasionally (where normal noise levels exist the majority of the time). That being said, no CMOS technology is allowed in high radiation areas and must be taken into consideration. See Section 3.3 of the SOW. Q8. Are scissor lifts able to fit in the building? What areas? Is there a location where the lifts can be brought in? What is the truck door height? A8. Scissor lifts will be provided by NIST. Supervision is required during use. Q9. What are the work hours? A9. See SOW Section 4.2. Q10. Do you require the same style of speakers? A10. No, the contractor may propose speakers at their discretion. All requirements must be met in the solicitation. Q11. Does NIST have extra ceiling tiles? Where? How many? A11. No. Q12. Are there plenum ceilings? A12. No. There is ductwork in the ceilings. Q13. Do the existing speakers have boxes on top? A13. No. Q14. In the areas with high ceilings, can the existing cranes be used for work? Are there rails and walkways on the cranes? A14. Yes. The scissor lift will be available for use in high ceiling areas that do not have an accessible crane. Q15. Are safety nets required in the high areas to capture falling debris? A15. No. Q16. May additional speakers be recommended? A16. Yes, to ensure all areas have adequate speaker coverage. Q17. Will powered speakers be considered without amplifiers? A17. No. Q18. Will the contractor be allowed to add distribution points? A18. Yes. Q19. Does wiring have to be in conduit? A19. Yes; except in office and hallway drop ceilings. Q20. Are existing cable trays allowed to be used? A20. Yes. Q21. Are there any pull boxes? A21. Yes. There are two known pull boxes. Q22. Is the main panel allowed to be relocated to other areas? What are the restrictions and areas in which the main panel can be relocated? A22. Yes. It must be easily accessible and will be limited to the general area within and surrounding the control room. Q23. What kind of fill is required in holes that require leak testing? A23. Clear RTV adhesive sealant is required for holes that are drilled simply for mounting particular phones, conduit, etc. However, a fire block type potting must be used to re-seal conduit in and out of confinement areas. Q24. Is elevated insurance required? A24. No. Q25. Are there enclosed spaces that will be worked in? A25. Yes. OSHE regulations for confined spaces must be followed. The contractor must provide documentation for proof of Confined Space Training for personnel who will perform the work. Q26. The SOW indicates a 2 line requirement, what is the maximum number of lines NIST will consider? A26. A minimum of 2 lines is required, with a maximum of 3 lines. Q27. How is the existing system tied into the existing Siemens phone system? A27. The existing page phone system is tied in only for the purpose of paging from a Siemens phone. The user does not have the capability to communicate through the page system from a Siemens phone. Access will be provided to the cabinets in order to tie the new system into the phone system. Q28. Is NEMA 4 required? A28. Yes. NEMA 4 enclosures are required for the outdoor page phone enclosures. The enclosure shall have a clear door or cover with latches for easy opening and closing. Q29. Are the drawings allowed to be shared with the subcontractors? A29. It is allowed for a prime contractor to share Government supplied drawings with a subcontractor, provided the following conditions are met: 1) Contractor shall supply name, address and phone number of subcontractor(s) to the Government Contract Specialist: Lynda.Roark@nist.gov 2) Contractor shall inform subcontractor(s) that drawings must not be shared outside the contractor/subcontractor(s) relationship(s). The due date for quotations is hereby extended as follows: From: August 28, 2015 by noon eastern standard To: September 4, 2015 by noon eastern standard. All other terms remain unchanged.
