- Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Thermo Electron North America LLC, 1400 Northpoint Pkwy, STE 50, West Palm Beach, FL 33407. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Thermo Electron North America LLC, 1400 Northpoint Pkwy, STE 50, West Palm Beach, FL 33407 for a Thermo DXR Dispersive Macro Raman Spectrometer. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI has a mission that is responsible for the identification of evidentiary items. In order to perform this mission a Thermo DXR Dispersive Macro Raman Spectrometer is needed. The FBI currently owns the Thermo DXR Dispersive Macro Raman Spectrometer and has developed methods and protocols that is used in the analysis of FBI casework. The new DXR Dispersive Macro Raman Spectrometer will be installed in the new FBI facility located in Huntsville, AL. The Thermo DCR Dispersive Macro Raman spectrometer must be installed with minimal disruption to case analysis. The Thermo DXR Dispersive Macro Raman spectrometer will prevent the need to modify established, validated caseworking procedures, preclude a requirement for additional Examiner/Technician training and testing on new equipment methods, and will maintain analytical consistency throughout FBI laboratories. The Thermo DXR Dispersive Macro Raman spectrometer is the only system that will meet all of the FBI requirements listed below and is identical to the FBI owned system in order to compare results generated for confirmation: • System must be able to measure samples directly through glass bottles, jars, and vials - clear or colored; • System must be able to measure samples directly through plastic bags; • The system must be capable of expanding the measurement spot size, up to 5 x 5mm, providing representative sampling of heterogeneous materials; • The system must have a user-adjustable measurement area from 10µm to 5mm using Variable Dynamic Point Sampling (VDPS); • System must have a 180° reflective sampling capability; • The system must come with extensive software tools for automated analyses; • System must have a full spectral range of 3500 to 50cm-1 captured with a single exposure of the CCD to avoid stitching artifacts; • System must come with two excitation wavelengths: o 780nm NIR excitation laser source o 532nm (green) excitation laser source • The system must be capable of automatic fluorescence correction for all excitation lasers; • System must be capable of automatic intensity correction of spectra allowing them to be comparable between instruments and different excitation lasers; • System must be capable of multidimensional wavelength calibration providing accurate wavelength calibration across the entire spectral range; • System must have a triplet spectrograph providing exceptional peak shape and maintaining focus at all wavelengths; • System must have a algorithm for automated cosmic ray rejection and high-quality laser line filters ensuring artifact-free spectra; • System lasers must be depolarized to avoid confusing sample orientation effects; • System must contain a Laser Power Regulator providing active monitoring of laser power and ensuring reproducible laser excitation power over the lifetime of lasers and even after replacing lasers; • The system must have optimized gratings for each excitation laser; • The system must have the ability for auto-alignment; • The system must automatically remove CCD dark energy profile; • System must be delivered with an extensive collection of spectral libraries (>16,000 compounds); o System library must have search algorithms optimized for Raman data • System must have powerful spectra searching software; • The system must attach audit trails to spectra automatically recording all collection parameters and processing actions; • System must be supplied with an analytical software package for spectrum acquisition and analysis; • The system must be supplied with a comprehensive instruction manual. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, ET, August 31, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
