Individual Cooling Vests Michael Furtney Contract Specialist USPFO, Colorado (720) 250-4038 michael.b.furtney.mil@mail.mil This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6 and supplemented with additional information included in this notice. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-83. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation W912LC-15-T-0148 is issued as a request for quotation. The Colorado Army National Guard will be awarding a Firm-Fixed Price Contract for Individual Cooling Vests This solicitation is 100% set aside for small businesses. All items quoted must be manufactured by a small business or have a waiver from the Small Business Administration to offer a product from a large business. NAICS Code 339113, 500 Employees Solicitation Closes: Friday, 11 Sep 2015 at 6:00am MDT All quotes must be received electronically by email to michael.b.furtney.mil@mail.mil by the closing date and time. All questions must be emailed to the email address listed above. Award Information: All responsible quotes received by the closing date and time will be considered for award. Responsible quotes will be formatted to match solicitation contract line item numbers (CLINS). To be eligible for award for this solicitation, the offeror must be registered in the System for Award Management (SAM) at (www.sam.gov) at time of contract award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be more advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers. Technical capability, Price, socioeconomic status, and item characteristics and company initiatives supporting environmental protection programs. All evaluation factors other than price, when combined, are approximately equal to price. STATEMENT OF WORK 1.INTRODUCTION 1.1.The Colorado Army National Guard CERFP Program (CO-CERFP) requires 110 total Medium Sized (Fits average size 150-200lbs male) individual cooling vests for use when wearing protective clothing (OSHA Level C personal protective Equipment) in order to prevent overheating, mitigate heat injuries and extend soldier performance. 2.SCOPE OF WORK 2.1.Vest Composition 2.1.1.Vest will be comprised of one (1) front, and one (1) back piece for flexibility on the torso 2.1.2.Outer layer material comprised of nylon fabric resistant to microorganisms and bacteria 2.1.3.FDA compliant material preferred 2.1.4.Vest will weigh will not exceed 4.0 lbs. 2.1.5.Vest will ship with protective bag and quick reference guide and care for user 2.1.6.Vest will ship with at least one (1) set replacement straps per vest and make additional straps available for purchase 2.1.7.Contractor will provide a minimum 90 day manufacture warranty 2.2.Vest Performance 2.2.1. Needs to be suitable for wear under chemical protective garments, and other load bearing equipment in a Chemical, Biological, Radiological, Nuclear, High Yield Explosive (CBRNE) environment. 2.2.2.Comply with ANSI standard for protective outerwear. 2.2.3.Vest should naturally quote mark charge quote mark in ambient temperatures below 80 F and should not require any additional or special equipment to restore or recharge vest to a cool state. (No batteries, cooling packets or bricks, no water required for cooling, refrigeration, etc.)Must be suitable for Long-term storage in normal room temperatures. 2.2.4.The average time to recharge or return vest to cooling state is up to two hours in ambient temperatures below 80 F/27 C. 2.2.5. Vest must provide cooling or heat removal from the upper body at 80 -85 F/28 C temperature for over 2.5 hours. Deliver all items to the following address. Terms of delivery are FOB destination.
