- Federal Business Opportunities/Draft Pre-Sol Central Data Collection Center (CDCC) Description The Division of Cancer Prevention and Prevention, Control and Population Sciences Branch (PCPSB), National Cancer Institute, National Institutes of Health, intends to solicit and negotiate for services with only one source, Westat, Inc., 1600 Research Boulevard, Rockville, MD 20850, RFP No. NO2CN55004-26, under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. The Government intends for this requirement to be awarded as an Indefinite Delivery /Indefinite Quantity (IDIQ) contract for a period of five years to increase the value of the Prostate, Lung, Colorectal and Ovarian (PLCO) Cancer Screening Trial and National Lung Screening Trial (NLST) resources by 1) continuing the follow-up of PLCO and NLST participants for an additional 5-year period (2016-2021); 2) updating key exposure data and collecting additional data; and 3) collecting additional biospecimens. This contract will enhance the value of the PLCO and NLST resources by 1) substantially increasing the number of accrued incident cancer; 2) strengthening the trials' ability to evaluate the long-term effects of screening on cancer mortality; and 3) allowing for a continued opportunity to collect additional exposure data and biospecimens. Due to the Personally Identifiable Information and patient consents already established and maintained by Westat, Inc., they are the only organization that can perform this work without significant loss of cost to the Government and loss of patients. The statutory authority for this acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. No collect calls will be accepted.
