- The NAVSUP Fleet Logistics Center Puget Sound intends to solicit, in support of Naval Computer and Telecommunications Station Far East (NCTS FE), Yokosuka, Japan for maintenance support of the Unique Communications Cable and Information Retrieval System (CAIRS) Telephone Management System (TMS) located in the NCTS FE Base Communications Office (BCO). The base period is time of award until 31 January 2015 with two 4 month option periods. Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements applies. This requirement is to be negotiated on a sole source basis with Unique Communications Solutions per FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. This will be a commercial procurement in accordance with FAR Parts 12 and 13.5, utilizing Lowest Price Technically Acceptable (LPTA) factors. The contract will result in award of a Firm-Fixed Price, Service Type contract. The POP is estimated to be 25 September 2015 through 31 January 2015. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 31 August 2015 with a closing on 10 September 2015. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website under Business Opportunities under solicitation number N00406-15-T-0762. No telephone or Fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. All responsible sources may submit a bid, proposal, or quotation which shall be considered by FLCPS. Offerors must also be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.
