Sources Sought SOURCES SOUGHT FOR PARTICIPATION INDUSTARY DAY FOR CASS PITS This is a Sources Sought announcement only in order to determine participation in this acquisition. The 7th Contracting Squadron (7 CONS) intends to procure major repair and maintenance of the Centralized Aircraft Support System (CASS) Pit system located at Dyess AFB, TX. 7 CONS is seeking businesses interested in attending an industry day on Thursday 3 September at 1300 hrs. The event will be held in the 7 CONS Conference Room located at 381 Third Street, Bldg. 7238, on Dyess AFB, TX and the CASS Pit Areas. We are looking for companies with the capabilities to test, prepare reports, plans, and specifications for repair, and complete repairs/construction to our Centralized Aircraft Support System (CASS) pits. The event is scheduled for 3.5 hours. If there are specific questions that arise before the event, they can be forwarded to the contacts at the bottom of the Sources Sought. A topic of discussion will be a beneficial contract type/process for these repairs. Much of the CASS equipment has been in service for 25+ years. DESCRIPTION OF WORK: Dyess AFB is requesting a detailed analysis of all non-operational CASS Pits (basic tear down and quote), noting deficiencies with the system and then detailing the appropriate measures in a report to repair them. The Contractor shall address each of the recommended actions and provide the most suitable and cost-effective method of repair using corrosion resistant, readily available and commonly used materials with a proven track record. For all components to be repaired the contractor shall verify if it was previously repaired or replaced, its type, existing site conditions, appurtenances, and site accessibility and shall propose the most convenient, less intrusive repair/replacement method per current conditions. Site conditions at all repair areas shall be verified on site against available as-builts. DESCRIPTION OF WORKSITE: The CASS provides conditioned air, 60 Hz and 400 Hz electric, and coolant oil to 21 designated parking locations on the B-1 ramp. Each of these spots has seven (7) access points that house conditioned air, control air, air start, 60 Hz and 400 Hz cycle electric, and coolant oil systems. Each individual pit air conditioning system consists of five (5) ducts, five (5) pneumatic actuated valves, balancing valves, electric solenoid valve and the electrical start/stop control system. Each individual pit coolant system consists of two (2) coolant oil hoses, two hose reels, two (2) air motors, two (2) pneumatic actuated valves, circuit setter and an electrical control system with several safety devices. Each individual pit power system consists of an aircraft high voltage power cable and two (2) receptacles. Building 5224, located at 1333 Marrion Rd. houses the main electrical distribution service equipment for the entire CASS system. Power is fed from a 480V/2500A 60Hz service via SB2. The CASS has five (5) remote substations and twenty-one (21) individual CASS Pits. The CASS actually has five (5) remote electrical substations, five (5) remote HVAC-cooling oil substations. Phasing: Due to the amount of work to be performed, the entire acquisition will be accomplished in phases. The phasing is proposed as follows: A. Phase 1 - Testing of Main Electrical Distribution Building to Substations (1) Testing (2) Preparation of Report (3) Preparation of Plans and Specifications (4) Bidding (5) Repair/construction as bid B. Phase 2 - Repair of Main Electrical Distribution Building to Substations; and Testing of Substations to CASS Pits (1) Testing (2) Preparation of Report (3) Preparation of Plans and Specifications (4) Bidding (5) Repair/construction as bid C. Phase 3 - Repair of Substations to CASS Pits; Testing of CASS Pits (1) Testing (2) Preparation of Report (3) Preparation of Plans and Specifications (4) Bidding (5) Repair/construction as bid D. Phase 4 - Repair of CASS Pits (1) Repair/construction as bid E. The Phase 2 testing - report - preparation of plans and specifications shall be performed concurrently with the Phase 1 repair/construction work. F. The Phase 3 testing - report - preparation of plans and specifications shall be performed concurrently with the Phase 2 repair/construction work. No reimbursement will be made for any costs associated with providing information in response to this announcement.
