- THIS NOTICE CONSTITUTES AMENDMENT NO. one (1)TO THE COMBINED SYNOPSIS/RFQ FOR EARTH SCIENCE PERMANENT EXHIBIT. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to (1) provide answers to questions received in response to the Synopsis/RFQ and (2) extend the response date of the synopsis/RFQ to September 3, 2015. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on September 3, 2015. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 (1)Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? (A)This is a new requirement for the government. Exhibits have been developed for the Visitor Center in the recent past, including an exhibit on the Lunar Reconnaissance Orbiter. (2) My question is on the part that says: Provide a cost estimate for each phase of the proposed project, (including a separate budget for the expansion to additional NASA centers) (A) The expansion to additional NASA centers refers to the four boxed exhibits based on the original exhibit. The boxed exhibits would be similar to a traveling exhibit in nature in that they are an extension of the original exhibit and crated to be distributed to other locations, but they would not be expected to travel more than once. Please include the cost for constructing four boxed exhibits of this nature. (3) Do you have a priority list of what you would like to have "best case" for the budget based on the list above? (A)The exhibit must include the primary overview exhibit and the GLOBE exhibit hall. The outdoor space may be used, but is not required. The ideas listed are suggestions based on existing content. We are open to other concepts and designs that do not include the suggestions or that use only some of the suggestions. After interacting with the overview exhibit, we want guests to understand the value of looking at Earth from space to see how Earth systems connect and impact their lives. They should also have a sense of how Goddard scientists look at Earth from space. The overview exhibit should include a digital display system for our animations and visualizations. It should include some interactive elements. The GLOBE exhibit hall should be based on the GLOBE program: https://www.globe.gov. After experiencing the GLOBE exhibit hall, guests should understand how they can contribute to NASA science through the GLOBE program. (4) Are there any qualifications or proposal requirements for the submittal in addition to the price or are you only looking for a line item lump sum price for the project as indicated on the online RFQ form? (A)Yes, each proposal should demonstrate how you meet the contractor requirements detailed in the second paragraph under proposal requirements: 10 years of museum exhibition design, fabrication, and installation experiences; A portfolio of projects of a similar nature or scope; Designing comprehensive visitor experiences for diverse audience groups; Strong previous design experience with science; Creating immersive exhibit environments Integrating media concepts and presentations in an exhibit environment; Creating interactive activities, both hands-on and multimedia; Creative lead in a large core project and content team; Capacity to handle this project in the desired timeframe; Ability to design to a budget; Experience fabricating exhibits with materials specified by the GSFC Visitor Center; Provide a detailed draft timeline for design, fabrication, and installation; Provide a cost estimate for each phase of the proposed project, including a separate budget for the expansion to additional NASA centers. You should include a portfolio that demonstrates how your prior experience qualifies you for the proposed work. Included in the Proposal Requirements bidders we must show experience fabricating exhibits with materials specified by the GSFC Visitor Center. (5)Can we get a list of these and any specific materials that must be used? (A)The materials used are not essential, though we do have a preference for green materials. This requirement is mainly intended to ensure that the vendor demonstrates experience designing and building an exhibit to customer specifications. (6) Do you have a target budget you are trying to work to for the listed exhibit items? (A)We are looking for a square foot estimate for the primary permanent exhibit at NASA Goddard (overview exhibit, GLOBE Hall, and optional outdoor exhibit)and the boxed exhibits. Provide a cost estimate for each phase of the proposed project, including a separate budget for the expansion to additional NASA centers. (7)This deliverable only requires the set of drawings requested. Would the company awarded the design portion of the contract be eligible to perform the fabrication and installation of the completed design drawings?Or is this a design/build RFQ? (A)This is a design/build RFQ. The required drawings are the deliverables for the first phase. (8)The RFQ states: The contractor will work with GSFC to develop a conceptual and schematic design for the exhibit The quote submitted must be a firm fixed price. If the contractor will work with GSFC to develop a concept and exhibit design after award, please advise as to what we are basing our Firm Fixed Price submission on? Deliverables in the SOW are listed as several ideas. (A)This is a design/build. Costs submitted should be based on cost per square foot for design and fabrication. (9)Are you open to new exhibit ideas or are you asking us to execute the specific ideas as outlined? (A)We are open to new ideas. The ideas listed are suggestions based on existing content. A digital display system and some kind of manipulative interactive are required. (10)Is NASA providing interactive production or are we designing and producing as part of our scope? (A)Please budget for the design and production of any digital interactive interface. We can provide the content. We would like no more than two digital interactives for the main exhibit hall, and possibly one in the GLOBE exhibit hall. (11)Will each interactive be self-contained or will they all communicate back to a central computer monitoring station? (A)We anticipate no more than two interactives. They may be run off the same computer, or they may be independent. (12)Please elaborate on the four boxed exhibits. What do they include? (A)The four boxed exhibits will combine the indoor elements of the GSFC exhibit. They should be approximately 1,000 square feet and will be installed in four other NASA Visitor Centers. Please include some design time for minimal adaptations for each boxed exhibit (no more than 20 percent of the content). For example, if the boxed exhibit contained an interactive, a digital display system, and a satellite model with text, the other center may request edited text or a modified color scheme. Such adaptations will be minor. (13)How many other NASA sites should be accounted for? Are they a direct copy of this project? (A)There are four other NASA sites, and they will receive the boxed exhibits detailed above. (14)Are the four boxed exhibits tied to the request for expansion of additional NASA centers? (A)Yes, the expansion to other NASA Centers occurs through the four boxed exhibits. (15)Additional costs for expansion, does that include shipping and re-installing at various sites, how many? (A)Please include estimated shipping and installation costs for the boxed exhibits. The four locations are in the eastern United States. (16)Where should the additional NASA exhibit rollout estimate be submitted? (A)The cost estimate for the four boxed exhibits for other NASA centers should be submitted through this solicitation. (17)What is the desired timeframe? (A)The work is anticipated to require two years in four phases. Phase 1: Exhibit Design documents to be prepared by the contractor and approved by NASA GSFC Visitor Center and Earth Sciences staff in the first six months of the contract. Phase 2: Exhibit fabrication. Phase 3: Exhibit installation by the end of the first year of the contract Phase 4: Design and build four boxed exhibits based on the design of the initial exhibit during the second contract year. The fourth project phase will include some design time to adapt the exhibit to 4 other NASA Visitor Centers and exhibit fabrication for those spaces. Adaptations will be limited to no more than 20 percent of the content. (18)Have you previously worked with any other firms in the development of these exhibit concepts? (A)No, we have not worked with any other firms in the development of the exhibit concept. (19)The attachment provided showing the floor plan has a paragraph of text that is cut off, can you re-supply these plans with the included text. (A)The floor plan has been re-uploaded to include the text that was previously cut off. (20)Can we get a more detailed floor plan, site plan and/or pictures of the space? (A)A floor plan is attached to the solicitation at https://prod.nais.n asa.gov/eps/eps_data/166232-SOL-001-001.pdf We will provide additional details, photos, and information to the selected vendor during the design phase of the project. (21)Could we get a list of existing assets including descriptions and photos? Is it required to use them or simply a suggestion? (A)Drawings are available at https://prod.nais.n asa.gov/eps/eps_data/166232-SOL-001-001.pdf The use of existing assets is a suggestion. Additional details about these assets will be provided to the selected vendor during the design phase. (22)The Ozone Garden Exhibit and Weather Station display are listed as possibilities, are those a requirement to be included in the estimate? (A)The ozone garden and weather station already exist and will be integrated into the overall design. (23)How much outdoor space is available? What is the square footage for the outdoor exhibits? (A)The grounds are large, and the amount of space to be used for the optional outdoor component will be decided during the design phase of the exhibit. (24)Is the concrete plaza available for development? (A)Yes, the concrete plaza is available. (25)Is the contractor responsible for any power, lighting or electrical? (A)No, the contractor is not responsible for lighting or electrical elements, though specifications should define those requirements. (26)Is there an idea as to where the metal globe would be positioned? (A)The metal globe is an idea that may or may not be part of the exhibit. It would likely be placed on the concrete plaza in front of the Visitor Center, however, we are open to other ideas. (27)Is there an assumptions and clarifications document that we can attach to describe/support our final estimate? (A)Yes, please feel free to attach an assumptions and clarifications document to your proposal. We do not have an existing document that we can provide. (28)Is there any way we can learn more about the exhibit ideas (details and limitations) through a conversation with someone? (A)To be fair to all potential vendors, we can only respond to questions publicly online. We will discuss additional details and limitations with the selected vendor during the design phase. (29)The RFQ states: The contractor must demonstrate the experience and capacity required for the job.See attached for Deliverables and Proposal RequirementsOfferors are required to use the On-Line RFQ system to submit their quote. Please advise as to how we should submit our capabilities and experience to demonstrate capacity required for the job. The On-Line system only provides opportunity to submit a price and comments. No other proposal formatting or requirements are given. (A) At the end of the On-Line RFQ page, there is a button entitled Attach Additional Documents (30)Is there a page limit to the attached response? Or limit of existing relevant projects? (A)No, there is no page limit or limit to the number of relevant existing projects you may include. (31)May we request a electronic high-res copy of the Library of Congress logo? (A)Please contact the Library of Congress for a copy of their logo. We will provide high-resolution design elements of NASA content to the selected vendor during the design phase. (32)How do we search for provisions via the online RFQ tool? (A) Under Instructions to Quoters, the following hyperlink will take them to a FAR and NFS search: ( (33) How should qualification responses be returned? Are there file restrictions or guidelines? (A)Please submit a PDF that includes information on the firm, such as firm background, project sheets, project lists, resumes of key personnel, references, and other relevant information about the firm. We will not base the decision solely on price, but will consider design experience and aesthetic. There is a link to submit these documents at the bottom of the page in the online submission system. (34)Included in the Proposal Requirements bidders must include a separate budget for the expansion to additional NASA centers is this a conceptual performance approach estimate like the timeline? Will need to know locations and quantities of additional centers. Sizes of spaces, scope of projects are they similar or custom to the venues? (A)The expansion to additional NASA Centers is done through the four boxed exhibits. We are looking for a per unit cost for the design and construction of each boxed exhibit. We will make minor modifications to the design for each exhibit, but they will otherwise be copies. (35) Included in the Proposal Requirements bidders must provide a cost estimate for each phase of the proposed project, is this a conceptual performance approach estimate like the timeline? (A)For phases 1-3, we are looking for a square foot estimate for the design, construction, and installation of the primary permanent exhibit at NASA Goddard (overview exhibit, GLOBE Hall, and optional outdoor exhibit). For phase 4, we are looking for a per unit cost for the design, construction, and installation of each boxed exhibit. (36)If the contractor will work with GSFC to develop a concept and exhibit design after award, please advise as to what we are basing our Firm Fixed Price submission on? Deliverables in the SOW are listed as several ideas. (A)This is a design/build. Costs submitted should be based on cost per square foot for design and fabrication. (37)Providing estimates for the construction of exhibits that havent been designed yet is difficult at best. Are you expecting just a ballpark range for a cost of fabrication and installation of what is described in this RFQ? (A)We are looking for a square foot estimate. (38)One of the qualifications states - Experience fabricating exhibits with materials specified by the GSFC Visitor Center. Does this exclude all companies who have not worked with GSFC in the past? (A)No. We welcome the opportunity to work with a new company. The materials used aren't essential, though we do have a preference for green materials. This requirement is mainly intended to ensure that the vendor demonstrates experience designing and building an exhibit to customer specifications. (39) Would a multi-phase approach be acceptable such as design phase, & development phase with budget validation? (A) Yes, a multiphase approach is expected. (40) Please advise as to how we should submit our capabilities and experience to demonstrate capacity required for the job. The On-Line system only provides opportunity to submit a price and comments. No other proposal formatting or requirements are given.
