- A. Sources Sought Notice: NHLBI-CSB-DE-2015-232-KEW-SS B. Title: Nikon A1R Resonant-Scanning Confocal Microscope Upgrade C. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 333314 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Background The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Laboratory of Cell and Developmental Biology (LCDB) explores fundamental questions concerning the mechanisms of morphogenesis, tissue organization, cellular function and differentiation, and cancer. Researchers focus on initiating new research breakthroughs to (a) understand the mechanisms of normal and abnormal craniofacial development and function at genetic, molecular, and cell biological levels, (b) characterize related processes in tissue repair and cancer, c) discover novel genes, biologicals, and biomimetics relevant to diagnosis, repair, and therapy, and d) develop biologically based methods to replace or regenerate tissues that are defective or damaged. This two-photon upgrade of the existing Nikon A1R confocal microscope system is needed by the researchers in the LCDB to be able to use two-photon microscopy to characterize dynamic changes in tissue and cell structures for research into embryonic development and disease. 2. Purpose and Objectives The researchers in the NIDCR Laboratory of Cell and Developmental Biology require an upgrade to an existing Nikon A1R confocal microscope system to enhance the imaging capabilities of living three-dimensional tissues. This laser will help to reduce sample spherical aberration and reduce photo-damage by the precompensation of the laser beam in this configuration. The accompanying camera, Nikon objective, and, software are all required for image acquisition. 3. Project Requirements The contractor shall provide: a. Coherent Chameleon Vision II Ti Sapphire laser. Product code: 99180; Quantity: 1 • 700nm to 1080nm featuring pre-compensation that restores the original pulse at the specimen • The laser must have a minimum wavelength range of 700-1080nm • The laser must be equipped with single box precompensation • The laser must have a max power of greater than 2.8 Watts at 800nm. • The laser must have the Nikon specifications to work with a Nikon A1R-MP multiphoton confocal microscope and a Nikon A1-MP incident optical unit. b. CFI60 Apochromat 40x Near Infrared Water Dipping Objective Lens. Product code: MRD07420; Quantity: 1 • N.A. 0.8 • W.D. 3.5mm • F.O.V. 22mm • DIC • Ceramic Tip • The objective must be 40X magnification. • The objective numerical aperture (NA) must be 0.8. • The objective working distance (WD) must be 3.5mm. • The objective must be a water dipping lens. c. ORCA-Flash 4.0 V2 Digital CMOS camera. Product code: 77054081; Quantity: 1 • USB 3.0 Card • USB 3.0 Cable and Trigger Cable (30 fps @ full resolution) • The detector must be a CMOS camera with a 2048X2048 pixel array. • The CMOS camera must be the ORCA Flash 4 V2 from Hamamatsu. • The camera must be able to have a frame rate of 100 frames per second (fps). • The camera must be cooled to -10oC. • The cameras dynamic range must be 33000:1. • The cameras quantum efficiency must be 74%. d. NIS-Elements: Advanced Research (Multi License). Product code: MQS31100; Quantity: 1 • Acquisition and analysis package • Camera and Nikon motorized microscope drivers • Included modules: Advanced interpreter, live compare, and time measurements • Optional modules include 6D acquisition, Real time Deconvolution and EDF 4. Anticipated Period of Performance/Delivery Date Delivery Date: 60-90 days after receipt of award 5. Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 333314, Optical Instrument and Lens Manufacturing, Small Business Size 500 employees. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e. The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 6. As a result of this notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.
