- This Combined Synopsis/Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for construction to replace the gutters and paint the exterior of the Lake Michigan Ecological Research Station (LMERS) of the Great Lakes Science Center, 1574 N 300 E, Chesterton, Indiana 46304, in accordance with the FedConnect posted solicitation. A copy of this combined synopsis/solicitation may be accessed at FedConnect, www.fedconnect.net. The solicitation reference number is G15PS00804 and is being issued as a Request for Quote (RFQ). The policies contained in FAR Part 13 Simplified Acquisition, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 36, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 236220 Commercial and Institutional Building Construction, with Small Business Size Standard of $36.5M. All requirements for preparation, submission, and receipt of offers contained in the solicitation shall be adhered to. Disclosure of the magnitude of construction projects: Between $25,000 and $100,000. BASIS FOR AWARD: Best Value, Trade-off with Technical Merit of Greater Value than Price: Offer Evaluation: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price factors will be used to evaluate offers, which are of equal value: Factor (A) Past Performance: Offerors must submit not less than two references for gutter replacement and exterior painting services performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract name(s), phone number(s) and email address(es). Factor (B) Schedule & Safety Plan: Offerors must submit a rough Schedule from the date of award until project completion. Offerors must submit a Safety Plan for use throughout the project. Award, if funds become available, will be made to the offeror whose offer, conforming to this solicitation, is determined to be the most advantages to the government, cost or price and the other non-cost or non-price factors listed above. In determining which proposal offers the greatest value or advantage to the Government, overall technical merit of non-price/cost factors will be considered more important than price or cost.
