- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a Sole Source award to Axiom Resource Management for continuation of Services for Program Management Support for the DHA Privacy and Civil Liberties Office. The services include, but are not limited to, providing consultative, analytical, technical, coordination, presentation, and general management analyst services to support the Privacy Office's mission. The requested action will have a period of performance from 30 September 2015 through 29 April 2016. Any firm that believes it can provide the stated capability in the timeframe required as outlined below in the Sole Source Justification are invited to submit written notification to the Contract Specailist NLT 10 September 2015 by 12PM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capabaility. Information shall be sent electronically to Jessica Shives, Contract Specialist, at jessica.b.shives.civ@mail.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. If no responses received, USAMRAA will proceed with the sole source award. 1.Contracting Activity. U.S. Army Medical Research Acquisition Activity (USAMRAA) 820 Chandler Street Fort Detrick, MD 21702 Contracting Officer: Mr. Charles Bartlett Contracting Specialist: Ms. Jessica Shives 2.Description of Action. Approval is being requested for a new sole source Seven (7) month, Firm-Fixed-Price (FFP), continuation of services contract. The reason for this continuation of services contract is due to the re-compete action needing additional time due to the original solicitation (TOPR JS-15-21705) being cancelled and the Government needing to revise the Task Order Proposal Request (TOPR). The contractor (Axiom Resources) is currently performing under HT0011-11-14-C-0019 which was awarded on 1 July 2014 and will end on 30 September 2015. 3.A Description of the Supplies or Services Required to meet the Agency's Needs. This award will provide continued program management support service for the DHA Privacy and Civil Liberties Office (Privacy Office). The services include, but are not limited to, providing consultative, analytical, technical, coordination, presentation, and general management analyst services to support the Privacy Office's mission. The requested action will have a period of performance from 30 September 2015 through 29 April 2016. 4.Authority Cited. The statutory permitting other than full and open competition is 10 U.S.C.2304(c)(2) as implemented by FAR 6.302-1(a)(2)(iii). Services are deemed to be available only from the original source within the timeframe required for the continuation of services without interruption or disruption of support to the DHA Privacy Office. Only Axiom Resource has the expertise and is also poised to provide this support for this short duration extension without a loss of efficiency and without duplication of effort. 5.Reason for Authority Cited. This acquisition requires the use of the authority cited because the contractor (Axiom) is the only contractor that can provide these services for DHA Privacy Office Program Management Support services in the timeframe required with an unacceptable break in service or significant delays in full service as the result of awarding to another contractor due to transition and learning curve for this specialized military health service. The DHA Privacy Office has the ongoing need for the continued services that Axiom Resources provides. The DHA Privacy Office is a small office that relies heavily on the Program Management Support contract and without their support, the DHA Privacy Office could not complete their mandated Congressional/Presidential mission to include supporting Privacy Impact Assessments; Systems of Records; Memorandum of Agreements (MOAs); Breach Response; Privacy Guidance and Policy; and FOIA requests. Initially, the expiring contract was solicited by USAMRAA as a full and option competition via the TEAMS IDIQ vehicle, but TOPR JS-15-21705 under TEAMS was cancelled on 12 August 2015 as the TOPR required revision/correction and will be re-issued after the TOPR is revised. It is anticipated it will take approximately six months to get a new contract in place to support the DHA Privacy Office.
